경기북부 접경지역의 산업입지 및 기업연계의 공간적 특성

Abstract

각 국가의 접경지역은 경제적으로 낙후한 지역으로 존재하였으나, 1980년대 이후 접경경제공간으로 성장하고 있다. 한국의 접경지역 역시 1990년대 이후 경기북부지역을 중심으로 이러한 변화가 일어나고 있다. 이러한 한국 접경지역의 변화는 지역간 균형개발과 통일시대에 대비한 지역개발이라는 두 측면에서 중요한 의미를 갖고 있다. 본 연구의 목적은 경기북부 접경지역의 1990년 이후 산업화 과정과 그 특성을 이해하고자 하는 것이다. 분석결과 경기북부 접경지역은 수도권과 접경지역의 영향을 동시에 받고 있다. 즉 수도권 입지로 인한 각종 산업입지규제의 동일한 적용과 접경지역으로 인한 군사시설보호법의 규제는 경기북부 접경지역의 산업화 과정에 있어 제약의 요소로 작용하고 있다. 이로 인해 제조업 성장이 수도권의 과밀억제권역에서 밀려온 영세기업과 비도시형 업종을 중심으로 이루어지고 있어, 사업체수의 증가만큼 종사자수, 생산액, 부가가치가 증가하지 못하고 있다. 또한 지역의 대부분이 군사시설보호구역으로 지정되어 있어, 산업입지에 있어 수급불균형현상이 일어나고 있다. 이와 같은 산업입지의 문제점을 해결하기 위하여 조성된 산업단지는 그 비중이 매우 낮음에도 불구하고 생산성, 고용효과, 입지만족도, 물자거래의 국지적 연계비율에 있어 개별입지 보다 지역경제성장에 미치는 효과가 크게 나타나고 있다. 경기북부 접경지역의 산업화와 개발이 단순한 낙후지역의 개발이 아닌 향후 통일시대에 접경지역의 이점을 살릴 수 있는 방향으로 전개되기 위해서는 수도권과 북한의 개성권을 동시에 고려하는 거시적 안목이 요구되며, 이를 위하여 접경지역에 대한 산업입지규제 완화와 남북간 경제협력의 확대가 필요하다.

Before 1980s, it was usually believed that border regions were underdeveloped due to the difficulties in expanding markets caused by military uncertainty. However, the changes of political and economic situations have gradually contributed to the growth of border regions since 1980s. The situations are also applied for Korean border regions in 1990s. The study aims at understanding the characteristics of the industrialization in the northern Gyeonggi border regions since 1990s. More importantly, this study focuses on revealing the characteristics of the industrial complexes in the areas, since the construction of industrial complexes has been one of the most important regional industrial policies in Korean border regions. The main findings of this study are as follows: First, the northern Gyeonggi border regions are affected by the strict regulation of industrial location by Capital Region Management Act as well as by the Protection Act of the Military Installation. Then, the increase in the number of manufacturing firms in the northern Gyeonggi border regions does not result in the regional economic growth as it was Originally expected. Second, industrial complexes play a positive role in developing the northern Gyeonggi border regions, regardless of their low proportion in the regional economies. The firms in industrial complexes (i.e. planned location) show the higher level of productivity, the higher proportion of hiring local employees, the higher degree of the satisfaction on current location, and the higher extent of the local material linkages than the firms outside industrial complexes (i.e. footloose location). As a concluding remark, a far-sighted view is required for building up appropriate regional development strategies in the northern Gyeonggi border regions.
