정치자금제도 개선의 효과와 정치적 결과: 제17대 총선의 사례

Abstract

이 글은 제 17대 총선 직전 이루어진 정치자금관련법 개정의 효과와 정치적 결과를 분석한다. 정치자금문제의 해결은 선거자금의 수요의 측면으로부터 접근해야 한다는 것이 정치자금제도 개선의 전제였으며, 이에 따라 정치 자금법,선거법,정당법이 개정되었다. 정치자금문제 해결의 열쇠는 선거운동제도의 개혁에 있다는 점이 이미 이 글의 선행연구에서 제기되었던 방향으로 필자는 이러한 방향의 제도개선에 적극적으로 찬성한다. 다만, 다양한 보완책이 마련되어야 하고 실현성의 문제를 짚어볼 필요가 있다. 제한적이기는 하나 이글은 17대 총선을 사례로 정치자금제도 개선이 과연 그 목적, 즉 불법적 정치자금 수수관행을 얼마나 효과적으로 차단 할 수 있었는지를 분석하며, 나아가 이에 따라 정당간, 후보간 경쟁구조가 어떻게 변화 할 수 있을지 그 정치적 결과를 따져 본다.

This paper analyzes the effects and political consequences of the 2004 campaign Finance reform legislated just before the 17th National Assembly liection. in previous researches on the direction of political money reform, the author argued that the solution for political money problems should be found in their demand side that is making campaigns cheap by regulating campaign practices is the only way to solve current political money problems. the reform intended to follow this recommendation: it prohiited mass- organizing campaigns and encouraged media campaigns.
