dc.description.abstractThis paper deals with Kim II Sungs view of democracy in the early period of regime formation in North Korea. Democracy was suggested as a new form of govemment theat would abolich past social and political relationships in the liberated northem Korea. But in fact it was used as a justification for political mobilization and power formation as the social bases that would debelop democracy were very restricted. Thus democracy was not realized socia1ly and politica1ly in its fullest meaning but remained as a politica1 rhetoric, and functioned as an instrument for legitimating the power of the ruling elites. The view of democracy that Kinl Il Sung understood and suggested in the early days of North Korea has become fossilized. His view is no more va1id for enlightening the future of North Korea than for explaining its present.-
