남북한 통합 논의의 이념적 자원

Abstract

상이한 체제이념을 토대로 하는 남북한의 통합은 정치적 정당성, 경제적 이익의 통합 과 새로운 정체성의 수립 등을 내포하는 복합적인 과정으로 이해되어야 한다. 그리고 사회문화적 동질성을 회복함과 더불어 이질성과 다양성에 대한 관용과 조화를 가능케 하는 정치， 사회적 기제의 수립이 동시에 요구된다. 통합 은 정치, 경제， 사회문화 등 각 분야에서의 긴밀한 관계형성을 의미함에 비해， 통일 은 주권의 단일화를 전제로 이념과 삶의 방식에 이르기까지의 공유를 달성한 상태를 의미한다. 따라서 여러 차원과 단계를 포함하는 과정으로서의 통합 은 통일 보다 포괄적인 의미를 갖는다. 남북한 통합을 다양한 형태의 인적 · 제도적 교류와 협력， 평화체제 구축， 나아가 정치통합으로서의 통일을 모두 포함하는 과정으로 이해할 때 보다 적실하고 탄력적인 방안 모색이 가능할 것이다. 남북한 통합을 위한 이념 적 기반은 정치공동체의 통합에 대한 현대의 다양한 논의들을 검토함으로써 마련될 수 있다. 본고는 남북한 정치통합을 위한 하나의 이념체계를 구상하기보다는 넓은 의미의 통합을 촉진하고 통일 체제를 형성함에 있어서 핵심구성요소가 되어야 할 이념적 자원들을 최소주의적 규범론， 민족주의， 민주공화주의, 다문화주의 정치 등을 중심으로 고찰하고자 한다. 즉， 평화체제구축과 국가연합 구상을 실현가능한 통합 방안이라고 전제할 때 통합 과정에서 필요한 이념적 자원들이 무엇인가가 논의의 초점이다.

The integration of two Koreas as a complicated process involves manifold issues and concerns: political legitimacy should be ascertained through rational justification in public, the prospects of mutual economic benefits need to be shared, and the efforts to build up a new national identity cannot be neglected. Moreover, it requires institutional and procedural arrangements for dealing with both conflicts of interest and discords of cultural traits. In order to come up with more relevant and plausible ways of settling rather permanent peace in the Korean peninsula, the relationship between two Koreas should be approached from the perspective of integration as a process, which includes exchanges of many kinds, cooperation in diverse areas, peace agreement, and finally political unification. Ideological and theoretical resources for facilitating the integration of two Koreas can be provided by examining the contemporary discourses on political and socio-cultural integration. Rather than formulating a monolithic ideological scheme for unification, this paper attempts to articulate some of constitutional essentials which should be incorporated in the process of integration. It thus focuses upon the political implications of minimalist ethics in justifying basic rights, nationalism as a normative basis of mutual trust and solidarity, the structural principles of democratic republicanism, and the politics of multiculturalism. By discussing these theoretical trends, we can have a better grasp of what are at stake in the process of integration.
