한국 산업정책의 변화와 거버넌스

Abstract

This study intends to explore shifts of industrial policy since 1990s in Korea and to revisit the pattern of decision making process and implementation with the theoretical perspective of government. The new industrial policy includes the development of regional cluster, the promotion policy of cooperative relations of LEs-SMEs, and promotion policy of parts and components industry, which reflect the increasing number of actors as beneficiaries of industrial policies. The goal and strategy of new industrial policy shows some changes from top-down and vertical nature of coordination to down-top and horizontal nature of coordination in the process of decision making and implementation. However, the case study of Regional Innovation Cluster policy tells us that instead of the development of horizontal nature of governance, the top-down and vertical nature of decision-making and implementation process still remains as an institutional legacy of developmental states in Korea.

본 연구는 1990년대 이후 정부가 추진하고 있는 신산업정책의 내용을 살펴봄으로써 산업정책의 변화내용, 방향, 그리고 그 의미를 분석해 보았다. 새로운 산업정책은 대·중소기업 상생협력, 클러스터 산업단지 육성, 그리고 부품·소재산업 육성정책에 초점을 두고 있다. 신산업정책은 과거 발전국가 시대의 산업정책과 비교해 볼 때, 추진 목표와 전략에 있어 공급자 중심에서 수요자 중심의 산업정책으로, 그리고 수요자인 산업정책 대상 행위자들의 수가 다양해진 양상으로 변화했음을 알 수 있다. 이와 같은 산업정책의 변화 내용을 보면 정책결정 패턴이 햐향식, 수직적 조정과정에서 상향식, 수평적 조정양식의 거버넌스로 변화할 것이라 예상할 수 있었다. 그러나 산업정책의 목표와 내용 자체가 다양한 행위자를 아우르는 혁신체제와 네트워크 건설에 있지만, 실질적인 정책결정 및 실행과정의 패턴은 아직도 과거의 발전국가적 구조인 수직적, 하향적 패턴의 거버넌스가 유지하고 있는 비정합적인 현상을 보이고 있다.
