다문화주의 논쟁: 브라이언 배리와 윌 킴리카의 비교를 중심으로

Abstract

한국사회는 90년대 이래로 급속하게 다인종·다문화 사회로 진입하고 있다. 이러한 변화된 환경 속에서 특히 2000년대에 들어서 학계에서는 다문화주의 연구가 봇물 터지듯 쏟아져 나왔다. 하지만 정작 정치학계에서는 다문화주의에 관한 연구가 상대적으로 활성화되어 있지 않는 것이 사실이다. 이를 감안하여 본고는 다문화주의 논쟁사에서 영향력이 큰 두 정치이론가인 브라이언 배리와 윌 킬리카의 견해를 체계적으로 비교분석하고 이를 정치학계에 소개한다. 브라이언 배리는 평등주의적 자유주의 시간에서 다문화주의를 강력히 비판하며, 윌 킴리카는 자유주의적 다문화주의 시각에서 다문화주의를 적극 지지한다. 한편 본고는 효과적인 비교를 위하여 개인과 집단, 권리와 문화, 정의, 사회통합의 네 가지 테마를 중심으로 두 이론가의 다문화주의 평가를 살펴본다. 결국 본고는 비론 다문화주의를 정치학과 적극적으로 접맥시키는데 다소간 한계를 보이고 있음에도 불구하고, 향후 국가-소수집단 관계에서 나타나는 제반 문제들과 전통적인 정치학의 제반 이슈들 간의 연계 시도를 위한 출발점으로서의 의의를 갖는다고 하겠다. Since the 1990s, Korea society has increasingly become a multi-ethnic and multi-cultural society. In recent years, a rapidly growing number of studied have been conducted by scholars from various fields. However, political scientists in general have not engaged enough in the field of multiculturalism. In light of this, this essay aims to introduce two political theorists, Brain Barry and Will Kymlicka, who are both highly influential in the heated debate on multiculturalism. Barry criticizes multiculturalism from the perspective of egalitarian liberalism, while Kymlicka is supportive of it with a viewpoint of liberal multiculteralism. For an effective comparison, their views on multiculturalism are to be investigated in terms of fore themes: the individual and the collective, tights and culture, justice, and social integration. After all, this paper, though it does not directly address the task of linking multiculturalism and politics, has its own meaning as a starting point to do the job of investigating the relations between traditional political issues and the multicultural issues that arise from state-minority relations.
