유럽의 시민권, 정체성 그리고 문화적 인종주의: 국민국가의 전환과 극우민족주의

Abstract

현재 유럽의 통합과정에서 발생하는 많은 쟁점 중에서 이 글은 유럽이라는 정체성, 유럽시민권 그리고 그 기저의 존재하는 문화적 인종주의의 문제를 검토하고자 한다. 이러한 쟁점들은 두 개의 층위에서 문제가 되고 있다 유럽연합 차원의 정체성， 시민권의문제이지만 그 문제들은 국민국가 수준에서 쟁점이 되면서 동시에 유럽 차원으로 확장되면서 복합적으로 작동하고 있다 제도적으로 현실화되는 방식은 시민권이지만 그 기저에는 유럽의 정체성에 대한 논의가 존재하며 또한 기저에 흐르는 문화적 인종주의를 발견할 수 있다 결국 이러한 문제들은 국민국가 수준의 민주주의가 유럽적 수준에서 어떻게 작동될 수 있을지를 고민하는 것과도 결부된다. 아직까지 시민권이 주권의 배타적 권한이며. 유럽은 그에 대해 발언을 할 수 있을지라도 어떠한 구속력을 행사하지 못하고 있다. 이민정책의 문제는 결국 개별 국민국가의 문제일 수밖에 없다 시민권의 부여는 고유한 주권의 영역이기 때문이다 유럽 차원에서 형평성 문제 때문에 개별 국가들 간의 차이를 조율하고 있지만， 방향성은 진입장벽을 높인다는 것에 대한 일종의 합의 속에서이다 그러하다면 유럽시민권의 문제는 단순히 기존 국민국가 시기의 시민권의 연장이나 확대라는 차원이 아니라 다른 시각에서 접근할 필요가 있다. This article examines european identity, european citizenship and cultural racism, which are important problems in the formation of European Union. These become important issues in the two instances. Identity and citizenship are, first, issues of nationstate and, at the same time, working in the instance of Europe. Although citizenship is a institutional formula, european identity is a base and cultural racism is discovered in the these formation. After all, these problems are related with democracy of nation-state, which must be enlarged in the level of Europe. Citizenship is exclusive right of nation-state, and Europe cannot carry regulation power. Immigration policy is a own problem of nation-state, because granting of citizenship is peculiar area of sovereignty. Although european states coordinate their citizenship policy for equity, its direction is to raise their wall of entrance. Therefore, european citizenship is not to extend national citizenship but to convert its problematic.
