성종과 포황(包荒)의 정치: 심술(心術)논쟁을 중심으로

Abstract

기존의 연구에서 성종시대는 『경국대전』의 반포로 국정운영의 틀이 제도화의 완성으로 안정화되어가던 태평의 시기였으며, 동시에 왕조초기의 창업과정에서 배제된 온건파사대부들이 새롭게 정치무대에 등장하면서 잠재적으로 갈등요인을 내재하고 있었던 시기라고 이해되어 왔다. 그러나 성종시대의 정치적 긴장과 대립을 훈구와 사림의 두 정치세력간의 대립으로 보거나, 국왕·대신·대간 사이의 정치적 정립구도(鼎立構圖)를 통한 견제와 균형의 측면에서 이 시기의 정치를 설명하고자 하는 연구들은 그러한 구도속에서 활동하는 행위자들이 지녔던 이념이 무엇이었는지가 드러나지 않는다. 본 논문에서는 훈구와 사림이라는 정치세력간의 대립이나 그들 가운데의 견제와 균형이라는 측면에서가 아니라, 당시의 정치가들이 어떤 생각을 하고 있었으며 무엇을 지향하고 있었는가에 착목하여 국왕과 대간·대신 사이에 전개된 정치적 담론을 살펴본다. 이를 통해서 왕조의 창업 초기에 있었던 권력문제와 제도화의 문제가 일단락된 이후 유교이념의 내면화가 핵심적인 정치적 과제로 등장하였고, 사풍의 교화를 둘러싼 심술논쟁이 권력투쟁과 결합되면서 정치가(관료)들의 내면의 영역에서 이루어지고 있었음을 보이고자한다. 또한 대간들의 비판과 공격에도 불구하고 교화의 원칙을 견지하면서 대신과 대간을 포용하고 화(和)를 추구하였던 성종의 리더십을 포황(包荒)의 정치라는 관점에서 설명하고자 한다. In the latter half of King Seongjongs reign, political debates were focused on the good and evil of politicians minds and souls. However, although it clarified political development in the viewpoint of confucian ideology, it also includes some political catastrophe such as the literati purges in the early Yi Dynasty. Therefore, how the politics of internality or politics of reclamation (敎化) could be moderated became a major challenge and a task for the King to prevent political disasters. In Confucian political arena, this kind of debates dealing with the moral virtue of politicians were usually ongoing in the form of the controversy of gentleman and petty man. This paper tries to focus on the debates about the politicians minds and souls (心術). Throughout this analysis, it will be clear that Seongjong tried to maintain political tolerance by seeking for political harmony and common good, in spite of the extreme strife between senior politicians and inspection authorities.
