정치이념의 정책선호 결정에 있어 정치지식의 역할

Abstract

본 논문은 정책선호 형성과정에서 정치이념 및 정치지식의 역할을 여론조사 데이터를 바탕으로 경험적으로 검증한다. 보수-진보 이데올로기는 정책 선호 형성에 어떻게 영향을 미치고 있으며, 보수-진보 이데올로기의 정책 선호 형성에 대한 영향은 정치지식 정도에 의해 어떻게 변이되는가? 요컨대 본 연구는 정치이념—정치지식—정책선호사이의 일련의 인과연쇄(causal chains)를 정치지식의 영향을 중심으로 밝히는 것을 목표로 한다. 본 논문은 경험적 검증의 결과에 근거하여 다음과 같이 주장한다. 즉, 정치이념이 정보의 내용에 대한 일정한 해석을 제공한다면, 정치지식은 정보 처리방식을 결정한다. 정치이념 및 정치지식은 획득된 정보를 해석하고 그것을 정책선호로 전환하는 과정에서 독립적이면서 동시에 연계된 역할을 한다. 정책선호는 결국 정치이념에 따른 개별 사안에 대한 정치적 의견의 표출이지만, 그것은 정치이념의 직접적이고 자동적인 표현이라기보다는 해당 개별 사안과 관련된 정보를 처리하는 방식에 의해 변이한다. 그 변이의 방향은 정치지식의 정도에 따라 선명하거나 그렇지 않은 것으로 결정된다. This paper is an empirical analysis on the roles of political ideology and political knowledge in the formation of policy preferences. It is well known that political idelogy functions as an anchor in the formation of policy preferences, and that political knowledge plays an intervening role between political ideology and policy preferences. Previous studies hold that the effects of political ideology on policy preferences depend upon the levels of political knowledge. More precisely, the effects of political ideology in the formation of policy preferences are consistent and stable across policy issues among those who hold high level of political knowldge. My analysis supports this finding. Political ideology plays a statistically significant role in the formation of policy preferences among those who have high level of political knowledge but not among those who shows low or medium levels of political knowledge. Based on this finding, I argue that political knowledge is a critical variable in understanding and explaining the formation of policy preferences and electoral choice. I also argue that it should be catious in estimating the roles of political ideology in the formation of policy preferences.
