한국 사회생태계에서 정부-기업-시민섹터 간 융합적 영역: 조직, 재정, 시민참여의 실태와 경향

Abstract

사회적 가치의 창출이나 사회서비스의 전달을 미션으로 삼는 행위자 형태는 갈수록 다양해지며, 업무위탁, 권한부여, 재정지원, 바우처제도 등 민관협력의 형태 또한 복잡하게 얽히면서 진화하고 있다. 본 연구는 사회생태계(social ecosystem)라는 관점에서 정부-기업-시민섹터의 융합적 영역에 존재하는 각종 행위자나 사업 유형을 포괄적으로 파악하여 이에 대한 실태조사의 분석결과를 제시한다. 조사를 통해 융합적 영역에 관한 몇 가지 특징과 경향을 도출하여, 사회생태계적 변화와 관련된 다음과 같은 함의를 제시한다. 첫째, 봉사활동이나 생활체육, 사회복지 분야에서 융합적 영역자체가 단체나 시민의 정책적 참여라는 측면에서 상당히 큰 영향력을 가지고 있다. 둘째, 이러한 분야에서 사업운영의 수면 하에서 몇 가지 흥미로운 거버넌스 모델이 나타나고 있으며 건강한 사회생태계의 유지를 위한 다양한 아이디어가 실험되고 있다. 셋째, 사회적경제의 조직·사업은 사회생태계 전체의 변화를 이끄는데 한계와 가능성의 양적 측면을 내포한다.

Various types of social agencies are pursuing a creation of social values in South Korea. The means and goals of public-private partnership between and among government, business, and civic sectors have also evolved in many directions and have become more complex than before. This study will examine the characteristics and trends of those fusion organizations and the intermediary sphere among the three sectors from a perspective of the social ecosystem. Evidence from the statistical survey suggest several interesting characteristics of the sphere and some important implications as follows: 1) The size of the sphere itself has grown to a significant level due to the development of public-private collaborative programmes in sports policies, volunteer policies, welfare policies, and so on. 2) Multi-level and open system pattern of governance is emerging in these policy reams. 3) The rapid development of social enterprises and corporate social responsibilities indicates both the limitation and the potential of the social economy based on profit and non-profit fusion activities.
