시민단체의 19대 총선 참여 연구: 2012총선유권자네트워크를 중심으로

Abstract

시민단체들은 지난 1990년대 초의 공명선거실천운동을 시작으로 낙천낙선운동, 지지당선운동, 나아가 독자정당 창당에 이르기까지 다양한 방식으로 선거에 참여해왔다. 지난 19대 총선에서도 시민단체들은 다양한 운동방식을 동원하여 총선에 대응하였다. 본 논문에서는 2012총선유권자네트워크의 활동을 주요 연구대상으로 하여 시민단체의 선거참여운동의 특징을 살펴본다. 총선넷의 선거참여운동의 과정 및 결과를 살펴보면서 과거 총선에 대응하였던 시민단체들의 선거개입양식과 비교하여 그 차별성과 특징을 규명하고 배경과 요인을 분석하고자 한다. 시민단체들은 기존의 총선 대응에 비하여 19대 총선에서 정치권에 관한 개입 수준을 한층 높였는데, 이는 정치적 환경의 변화와 선거에 대한 인식, 촛불운동 등의 경험이 작용한 것으로 보인다. 그러나 결과적으로 시민단체들은 19대 총선에서 큰 영향을 미치지 못하였다. 그 원인으로는 진영논리에 갇힌 정권심판론 노선과 정책채택운동과 낙선운동의 한계, 시민단체의 정치적 역량의 부재를 꼽을 수 있다.

Korean advocacy NGOs have participated in elections with a variety of ways including clear election campaign of early 1990s, blacklisting campaign, support & win movement, and even founding of political parties. In the 19th Korean General Election of 2012, they mobilized diverse strategies to take actions against the ruling party. This paper examines the Korean NGOs electoral participation movement in 2012 election focusing on the Voters Network for 2012 General Election. While exploring the process and results of the Networks electoral participation, this paper compares the modes of NGOs electoral participation with the past ones and analyses the differences and key characteristic features.In addition, it attempts to find out what factors are responsible for these dissimilarities.In fact, Korean NGOs raised the electoral intervention level higher in 2012 than in the previous elections. This paper argues that this change came from not only their critical review of the limit as to civic electoral campaigns but a new political landscape. The rise of civil politics movement can be seen in the similar context.
