부여의 지역정체성에 대한 지역 주민의 부정적 수용

Abstract

지역정체성은 자연발생적으로 형성되는 것이라고 여겨졌다. 그러나 공간의 사회적 구성론의 대두와 더불어 지역정 체성은 국가나 지방정부가 주도하여 특정한 지역정체성을 형성하거나 강화할 수 있는 것으로 인식되기에 이르렀다. 하지만 점차 지역개발방식이 하향식 개발에서 상향식 개발로 변화하고, 주민의 권리의식이 신장되면서 주민참여의 요구가 높아지고 있으므로 지역정체성 역시 지역민의 수준에서 다루어야 할 시의성이 있다고 보았다. 이에 본 연구는백제의 수도로 널리 알려진 부여군을 사례지역으로 삼아 부여 주민이 지역정체성에 대하여 갖는 태도를 파악하고자 하였으며, 연구결과를 요약 하면 다음과 같다. 첫째, 지역정체성에 대한 논의는 지역마케팅이나 지역발전전략과 결합하여 지역판촉에 적합한 정체성을 형성하고 강화하는 데 집중되었으며, 그 과정에서 지역 주민의 입장은 상대적으로 소홀하게 다루어졌다. 본 연구에서는부 정적 수용이라는 개념을 통하여 지역주민이 지역정체성을 대하는 태도를 파악하고자 하였으며, 지역정체성 형성에 관한 논 의와 부정적 수용에 관한 논의를 살펴보았다. 둘째, 백제의 수도라는 부여의 지역정체성은 자연스러운 과정을 통해 형성된 것이 아니라. 역사적 진정성을 바탕으로 하여 국가와 지방정부의 노력에 의해 형성되고 강화되었다. 셋째, 지역정체성에 대 한 주민의 태도를 파악하기 위하여 설문조사와 심층면접을 실시하였다. 설문조사를 통해 지역정체성에 대해 주민이 가진 태 도를 파악하였고, 왜 부정적으로 수용하게 되었는가를 규명하기 위해 심층면접과 설문조사를 병행하였다. 이를 바탕으로 부 정적 수용의 구체적 양상을 파악할 수 있었는데, 지역정체성을 긍정적으로 생각하지만 불만이 있는소극적 수용계층, 지역 정체성을 부정적으로 생각하지만 거부하지 못하는비판적 수용계층이 존재함을 확인하였다. 넷째, 지역 주민이 지역정체 성을 부정적으로 생각하는 원인으로는 경제적 원인과 정책적 원인이 작용하며, 그럼에도 불구하고 거부하지 않는 이유는 역 사적 정통성과 경제적 이득, 정서적 자부심 때문이다. 두 요인이 복합적으로 작용하여 부정적 수용을 야기하게 되었다. 본 연 구는 지역정체성 논의에서 그간 관심이 저하였던 지역주민의 입장에 주목하여, 지역 주민이 지역정체성에 대하여 반드시 긍 정적인 감정을 가지고 있지는 않다는 것을 실증적으로 구체화하였다는 점에서 의의를 가진다. 또, 다른 학문 분야에서 쓰이 고 있는부정적 수용이라는 개념을 지역정체성 논의에 적용하였다는 점, 상대적으로 적게 다루어진 지역 주민의 입장을 다 루었다는 점 역시 의의를 가진다고 할 수 있다.

Regional identity is defined as a unique characteristic distinguished from other region and is considered naturally form. But with the social construction of space, regional identity is regarded that it can be reinforced by the central government or local government. But as the way of regional planning is changed from top-down to bottom-up process, opinion of local residents became important. Therefore, his study departs from this perspective and aims to investigate regional identity through opinion of local residents in the case of Buyeo, known as capital of Baekje. The objective of this study is to understand Buyeo residents thought about regional identity. The following is the findings of this study: Firstly, the discourse of regional identity is combined with region development strategy and has been focused developing identity that is proper selling region. In the process, opinion of local residents is not important relatively. In this research, want to understand local residents thought through reluctant acceptance that applied other department. So reviewed regional identity formation process and discuss on reluctant acceptance. Secondly, the regional identity doesn`t emerged naturally but formed and reinforced by the central government or local government based on historical authenticity. Government has pushed identity of Buyeo to capital of Baekje by setting reservation area for heritage conservation and excavation, development of Baekje Cultural Land, and designating Buyeo as kodo(former capital) Thirdly, conduct a survey and depth interview. With survey, I figure out local residents stance about regional identity and why they think like that. The reason is economy and policy. These results show important implementations for discourse of regional identity. This research focused on perspective of local residents` position that has low interest previous and reveals local residents feeling using empirical method. The concept of reluctant acceptance used other department applied in discourse of regional identity and studied local residents position low interest relatively.
