상장교육기업 최고경영자의 교육 담론 : 악한 사교육 담론의 균열과 재구성

Abstract

한국 사회에는 사교육 공급자들을 공교육을 침해하며 이윤을 추구하는 비교육적·반교육적 행위자로 보는 소위 악한 사교육 담론이 매우 강력하다. 그렇지만 학교 밖 사교육의 유력한 공급자인 교육산업은 그 규모가 작지 않으며 2000년대 중후반에는 주식시장에 상장될 정도로 성장한 교육기업도 등장하였다. 이 연구의 목적은 교육기업의 영향력 확대라는 맥락 속에서 공교육과 사교육의 이분법적 담론이 균열 재구성되는 현상을 상장교육기업 최고경영자들의 관점을 통해 이해하는 것이다. 10명의 상장교육기업 최고경영자들에 대한 면담 자료 분석 결과, 상장교육기업 최고경영자들의 교육 담론은 학교 밖 교육 공급을 정당화하는 논리와 사교육-공교육 간의 파트너십 구축의 필요성을 제기하는 두 축으로 구성되어 있었다. 사교육은 무조건 악한 것이 아니라는 좋은 사교육 담론과 공교육의 구조적 한계 때문에 사교육은 사라질 수 없다는 사교육 불멸 담론이 정당화 논리의 핵심에 자리 잡고 있었다. 또 평생교육의 확대 등으로 전통적인 공교육과 사교육의 구분이 불분명해지는 가운데 새로운 협력 모델이 등장하고 있으며 앞으로 더 확대될 필요가 있다고 보고 있었다. 연구 결과를 토대로 공교육-사교육의 이분법적 구도가 교육 현실을 설명하는데 한계가 있다는 점을 지적하며 교육기업의 역할을 적극적으로 고려한 교육 공공성 논의 모형을 제안하고 이에 대해 논의하였다.

Private education providers in Korean society are influenced by the so-called evil private education discourse which defines them as non-educational or anti-educational agents.

However, the scale of education business that supplies private education outside school is relatively large. Since the mid-2000s, some education companies have grown to become listed companies. This study aims to understand the way in which the binary discourse of the public and private education ruptures and is reconstructed in the context of the growing influences of education companies through the viewpoints of the CEOs of listed companies. Based on the analysis of the interview data with 10 CEOs of the listed education companies, we argue that the education discourse of those CEOs consists of two axes. One of which is a logic justifying the education supplies required outside schools and another is a logic suggesting the necessities of the partnership of private and public education. At the core of these justifications are the good private education discourse that claims private education is not all evil and immortality of private education arguing that private education will persist due to the structural limits of the public education. In addition, it can be said that the boundary between traditional public education and private education is blurred due to the expansion of lifelong education and the emerging new partnership model needs to expand more. Based on the findings, we point out that the binary structure of public and private education has limits in explaining the educational realities, and we propose the publicness of education model which considers the active role of education companies.
