공공문식성 신장을 위한 인터넷 민원 문서 실행 과정 분석

Abstract

본 연구의 목적은 일반인의 인터넷 민원 문서 실행 과정을 분석함으로써 인터넷 민원 문서의 문제점을 밝혀내고 개선 방안을 모색하는 것이다. 궁극적으로 공문서의 소통성을 제고하고자 한다. 이를 위해 대학 및 대학원에 재학 중인 20대, 30대 일반인에게 주등록등초본 신청하기, 전입신고하기를 과제로 부여하고, 시선추적창지를 활용하여 실행 주체가 인터넷 민원 문서에 접근하고 작성하는 과정에서 보이는 눈동자 움직임을 분석한 후, 사후 면담을 통해 실험 결과를 질적으로 보완하였다. 그 결과 첫째, 접근용이성 측면에서는 실험 참여자들이 무리 없이 과제 관련 민원 사이트에 접근하고 수행을 이어나갔다는 점에서 큰 문제점을 발견할 수 없었다. 둘째, 시각적 편의성 측면에서는 지면의 제한이 없는 웹페이지의 특성으로 인해 정보의 양이 분할 배치되면서 자연스레 가독성이 높아짐을 확인하였다. 또한 사용자가 신청하는 데 필요한 칸을 쉽게 알아볼 수 있도록 시각 자료를 활용하여 구성했다는 점에서 가독성 측면의 상당한 진전을 보여주었다. 셋째, 이용편리성 측면에서는 사이트 내 정보 검색에 있어서는 어려움이 없었으나, 민원 문서의 텍스트·시스템 측면의 문제가 있었다. 텍스트적 측면에서는 전입신고와 관련된 용어의 난이도가 높았고, 문제 상황 시 오류 안내 메시지의 적합성 및 효율성이 낮게 나타났다. 시스템적 측면에서는 진입 경로에 따라 나타나는 메인 화면이 다르고, 전입신고 신청 예시문, 자주 묻는 질문 등 도움말 기능에의 접근성이 떨어진다는 점에서 해당 부분에 대한 개선이 필요함을 확인하였다.

The purpose of this research is to state the problem in internet civil application document and seek the improvement method by analysing the implementation process of the internet-based civil application documents. For this purpose, we set tasks of applying the resident registration and reporting transference. Using eye-tracker, we analysed the eye-movement of them and then, with personal interview, we supported the test result in quality. The result shows as below; First, in terms of approach accessibility, there was no specific problem. Second, in terms of visual convenience, we could confirm the improved readability resulted from Web sites characteristics of the data allocation in the limitless web pages. Third, there are some problems in the text and system of the civil applying document. As for the text, the degree of terminological complexity relating transference report was high. And when it came to the situation in problem, the compatibility and effectiveness of an error message was low. As for the system, we could find the necessity of improvement in the inconsistency of main pages along with various access routes and low accessibility to the HELP function, for example, the example text of transference application and FAQ, etc.
