近代改革期 全國地理誌의 基調와 特徵 : 奎章閣 所藏 邑誌를 중심으로

Abstract

이 연구는 1895년과 1899년에 謄上된 규장각 소장 읍지를 대상으로 하고 있다. 이 시기에 정부는 근대 개혁을 추진하는 데 필요한 기초 자료를 확보하고자 하였다. 이 중 邑誌 및 邑事例, 各邑地圖도 중요한 취집 대상이었다. 우선 갑오개혁기 정부는 1894~1895년에 걸쳐 읍지와 함께 읍사례를 취집하고자 하였다. 그리하여 이 시기에 다수의 읍사례가 등상되었다. 이 중에는 좀처럼 상송되지 않았던 各所事例가 대거 포함되었다. 이러한 각소사례는 상납 위주의 各秩事例와 달리 지방재정의 운영방식과 재정내역을 소상하게 담고 있어 재정개혁과 지방제도 개혁에 필요한 정보들을 제공하였다. 다음 광무개혁기 정부는 1899년에 이전 정부와 마찬가지로 읍지를 취집하면서도 각읍의 地圖를 취집하는 데 중점을 두었다. 그것은 정부가 읍지의 역사적 가치와 증빙적 가치를 여전히 중시하면서도 지방제도 개혁을 지속적으로 추진하고 영토 주권을 수호하고자 하였기 때문이다.

This study examined the Upchis(邑誌, District Chronicles) produced by the districts in 1895 and 1899. During this period, the government tried to ensure the basic data necessary to promote the modernization reform. The Upchis, Upsarae(邑事例, District Case) and Kunjido(郡地圖, District Map) also was an important targt in this. Firstly, the government of 1894 reform period, tried to gather Upsaraes with Upchis in 1894-1895. And numerous Upsaraes was sent at this time. These Upsaraes were presented with the information to local government system reform and fiscal reform to include a financial breakdown and management system of local government finance. Secondly, Government of Kwangmu(光武) reform, with an emphasis on that in the same way as the previous government, tried to gather Kunjidos with Upchis in 1899. Because this government took a serious view of the protection of territorial sovereignty and the promotion of local government system reform at the time. Also this governmen tried to put the historical career and proof value in Upchis.
