정부상훈제도 개선을 위한 표준포상규모 산정방식 도입방안

Abstract

본 연구는 정부상훈제도의 개선을 위한 표준포상규모 산정방식 도입방안을 제시함을 목적으로 한다. 이를 위해 먼저 정부포상 현황 및 문제점에 대해 논의하고, 선행연구들이 제시하는 포상제도 개선방안에 대해 검토한 후 주요국들의 정부포상제도를 비교분석하였다. 또한 관련 전문가 및 공무원 대상 심층면접결과까지 반영하여 표준포상규모 산정방안을 마련하였다. 정부포상은 크게 서훈과 표창으로 구분되고, 서훈은 훈장과 포장, 표창은 대통령표창과 국무총리표창으로 구분되는데 본 연구에서는 매년 전체 포상규모에서 과반을 차지하는 훈장에 한정하여 영역별 및 부문별 표준포상규모 산정방안을 제시하였다. 포상대상을 크게 민간분야와 공공분야로 구분하고, 민간분야는 다시 산업경제영역과 사회문화영역, 공공분야는 외교안보영역과 공공정책(공직)영역으로 구분하여 각 영역별 표준포상규모를 산정하였다. 그리고 각 영역을 다시 하위부문으로 구분한 후 외교안보영역을 제외한 세 영역에 있어 영역별 포상규모 내에서 각 부문별표준포상규모를 산정하였는데, 민간분야의 경우 표준점수방식을, 공공분야의 경우 상대점수방식을 적용하였다. 마지막으로 영역별 부문별 표준포상규모의 활용방안 및 정부상훈정책의 중장기 개선방향을 논의하였다.

This study explores developing the standard number of national medals and decorations, particularly national medals, per year in Korea in four categories and sub-categories. The objects of national medals are first divided into the private and public sphere, and then classified into four categories: industry and economy, society and culture, foreign affairs and security, and public administration. The standard number of national medals by categories and sub-categories is estimated with four common performance indicators in each sphere. In particular, a standardized scoring method is adopted in the private sphere while a relative scoring method is applied to the public sphere.
