지식네트워크의 세계정치

Abstract

현재 변환을 겪고 있는 21세기 세계정치가 보여주는 특징 중의 하나로 다양한 형태의 지식네트워크가 기존의 국민국가나 다국적 기업에 비견되는 새로운 세계정치의 행위자로서 부상하는 현상을 들 수 있다. 이들 지식네트워크 행위자들은 최근 지구화와 정보화, 특히 인터넷의 확산에 힘입어 활발한 활동을 벌이면서 21세기 세계정치에서 그 영향력을 증대시켜 가고 있다. 국제정치학의 시각에서 특별히 지식네트워크에 주목하는 이유는 그것이위계적 조직이 아닌 수평적 네트워크라고 하는 독특한 아키텍처와 작동방식의 특성을 내보이고 있기 때문이다. 또한 새로운 권력자원으로서의 지식력에 기반을 두고 있는 점도 세간의 관심이 지식네트워크에 쏠리는 요인이다. 이 글은 네트워크 세계정치(the world politics of networks)또는망제정치(網際政治,inter-network politics)의 시각에서 지식네트워크의 개념과 유형, 구성요소와 아키텍처, 그리고 그 권력메커니즘에 대해서 살펴보았다.

One of the most typical examples reflecting the transformation of world politics in the 21st century is the rise of global knowledge networks. Indeed, global knowledge networks as new actors are compared to traditional actors such as nation-states in the 19th Century and multinational corporations in the 20th century. The rise of knowledge networks is predicated particularly on the diffusion of the Internet, and is increasing its influence on the world politics in the age of globalization and informatization. The reasons why scholars in International Relations are paying special attention to these knowledge networks can be summarized as the following two inter-related points. On the one hand, the knowledge networks have based on unique architectural and operating principle, which are usually conceptualized as horizontal networks, contrasting to vertical hierarchy. On the other hand, they rely on knowledge power as new power resources in world politics. In this context, this paper examines the concept and types, constitutive elements and architecture, and the power mechanism of global knowledge networks from the perspective ofthe Golbal politics of networksorinter-network politics.
