국제관계를 문화로 본다 - 동아시아의 사례

Abstract

이 글에서는 근대부터 현대에 이르기까지 국제관계와 문화의 역사적 상관성을 주요 학자들의 논의를 통해 살펴보고, 이것이 향후 아시아 지역공동체 창출에 드리우는 함의를 밝히고자 하였다. 일찍이 베네딕트 앤더슨, 칼 도이치, 어니스트 겔너 등이 논의하였듯, 사람들의 이주와 이동은 근대 내셔널리즘과 국민국가 형성 과정에서 중요한 역할을 수행하였다. 그러나 국가 중심의 통합성을 강조하고 하위 문화의 다양성을 사상시킨 앤더슨이나 겔너류의 내셔널리즘론은 아시아의 사례에서는 재고될 필요가 있다. 근대화를 추진하는 한편 구미의 식민제국 지배에 대항하면서 형성된 아시아의 내셔널리즘은 전통적이고 지방적인 문화의 독자성을 고수하는 특징이 두드러지기 때문이다. 나아가, 20세기에 들어 교통·통신수단의 발달과 근대적 교육의 보급에 따라 대중의 대량이동이 시작되면서, 내셔널리즘 또한 변화하고 있다. 국경 개념이 느슨해지면서, 사람들은 국민국가보다 하위 사회의 일원인 동시에 초국적 사회의 일원이라는 중층적 아이덴티티를 가지기 시작했다. 또한 지방/국가/지역/세계적 자원에서 동시에 문화의 다양화와 공통화가 진행되고 있다. 따라서 오늘날의 국제관계에서 다문화주의는 불가피하며, 근대 국민국가에서처럼 단일한 세계문화에 기반한 지구공동체는 실현될 수 없다. 지난 십여 년 간 동아시아에서는 인적·물적 상호교류가 놀랍게 증가했으며, 아세안+3(한국, 일본, 중국)의 각국 정부가 최근 동아시아 협력의 제도화에 합의한 것은 그 결과라고 할 수 있다. 과거 일본의 대동아공영권과는 달리, 아시아 사람들의 이동과 교류를 통해 자발적으로 창출되는 21세기형 동아시아 공동체를 기대해 본다.

This paper attempts to shed an insight into the concept of an Asian regional community. it looks at the discussions of various scholars on the consistent relationship between international relations and culture throughout history, from the dawn of modernity to the current days. Scholars such as Benedict Anderson, Karl Deutsch, and Ernest Gellner have explored the important role of population movements and migration in the birth of modern nationalism and the formation of the nation-state. However, concepts such as Andersons emphasis on the integration of the national empires and multiethnic sub-cultures or Gellners line of nationalism need modification when being applied to the Asian case. Nationalism of many Asian countries has sprung out of the dual process of seeking modernization and resisting colonialization, and remains distinct in the way of its traditionalism and indigenousness to each region. The 20th century saw drastic changes in the Asian brand of nationalism, brought on by the development of transportation and communications technologies, spread modern education system, and increasing mass migration, As the concept of national borders has weakened, Asians have begun to perceive themselves less as members of particular nation-states and more as members of both sub-national and supra-national communities. At the same time, there is the process of both diversification and harmonization of cultures on national, regional, and global levels. Rise of multiculturalism is inevitable in todays world, and it will never again be possible to create a unitary world based on a single national culture. The last decade saw an incredible surge in East Asia of exchanges in human resources and commodities, as can be seen in the agreement among the governments of Korea, Japan, and China to participate in the ASEAN +3 mechanism. Far from the old Pan-Pacific ambitions of the Japanese empire in the last century, Asians are looking forward to a 21st century with a popularly initiated East Asian community with free movement and exchanges of people and cultures.
