소프트 파워의 세계정치 - 여성의 렌즈

Abstract

1990년대 이후 국제정치의 탈이데올로기화와 함께 행위자와 파워의 다원화 경향이 나타나고 있다. 이 글에서는 다양화 되는 파워의 속성과 새롭게 주목받고 있는 소프트 파워를 살펴보고자 한다. 하드 파워가 활용 경직성이라는 한계에 부딪히면서 그 공백을 메우는 새로운 힘의 원천으로 등장한 소프트 파워가 21세기 세계정치에서 제대로 작동하려면 문화, 가치 체계 뿐 아니라 가부장 사회에서 타자화되어 왔던 여성의 시각까지 포함해야 한다. 세계정치 현장에서 소프트 파워에 장착된 여성의 렌즈는 전쟁, 안보 등에 대한 성찰과 함께 중대함/사소함의 의미의 재해석, 진정성과 정당성 확보를 위한 논의를 가능하게 한다. 이를 통해 소외되어 왔던 최소 수혜자의 사적 영역까지 아우르는 삶의 완성태를 그려내고 남성성에 기반하여 젠더화된 국가의 젠더 제한성이 해제되면서, 새로운 이상적 세계 질서 모델을 창조하게 되는 것이다.

Since the 1990s, power and actors in International Politics has been diversified with the end of ideology. This article analyzes the nature and contents of diversified power, or Soft Power. It is a new source of power to resolve the limits of rigid applicability that Hard Power has shown, which includes not only culture and value systems but also womens point of view. The lens of gender could examine the notion of war and security from different approach. Also, this lens makes it possible to re-interpret meaning of major/minor and have a fruitful discussion for legitimacy. From this perspective, a comprehensive argument can be completed to include the least beneficiaries private sphere, which lead to a new ideal model of world order based on de-gendered states.
