양차대전 시기 체코슬로바키아의 안보전략과 외교정책

Abstract

본문에서는 체코슬로바키아의 외교정책의 방향을 간략히 논의하고, 제1공화국 시기 외교정책의 근간인 집단안보와 동맹 그리고 직접적인 위기에 처한 상황에서의 자구책을 살펴본다. 그리고 실제 강대국의 위협에 직면했을 때 이들이 선택한 전략이 무엇이었는지를 논의하면서, 결국 약소국의 선택은 제한적이거나 거의 없으며 그러한 제한적 선택으로 인해 약소국의 안보는 언제든 위협받을 여지가 있음을 체코슬로바키아의 사례를 통해 살펴본다. 마지막으로 양차대전 시기와 1993년 이후의 외교, 안보전략을 비교해 보면서 탈냉전 이후에도 체코가 선택할 수 있는 전략은 극히 제한적임을 확인한다. 탈냉전 이후 체코는 여전히 뮌헨에서 서유럽국가들의 배신과 이후 인접한 폴란드, 헝가리의 침략을 기억하고 있으며, 독일과 러시아라는 양편의 위협을 모두 인지하고 있어 친미를 중심으로 소위 친-대서양주의(pro-Atlanticism)를 군사적인 측면에서 안보의 핵심 개념으로 설정하고 있다.

In this paper, I discuss the Czechoslovakias foreign policy between two world wars and try to inquire into collective security, coalition and self-defense measures on which Czechoslovakia based her foreign policy and security during the First Republic. Facing with the real threat of hostile power, it seems that it was impossible for a small and weak state, such as Czechoslovakia, to select an effective strategy with which it could survive. And finally, comparing the foreign and security strategy during the First Republic with the Czechs one after breaking up of Czechoslovakia in 1993, I guess the security strategy and foreign policy which Czech Republic can select is to be limited. Since the Czech Republic still remember both the betrayal of western powers in München in 1938 and the invasions of Poland and Hungary directly after that agreement, and hold a doubt about the threat of Russia and Germany, she select so-called pro-Atlanticism militarily on her security and foreign policy.
