동아시아 국제관계와 화이유교규범의 변화 - 조선과 17세기 명·청교체기의 조공체계

Abstract

국제관계를 규정하는 규범은 생성, 확산, 소멸이라는 순환적 구조를 갖고 있다. 규범이 이처럼 변화하는 원인을 분석하는 연구는 크게 두 가지 경향을 보이고 있는데, 적자생존이라는 진화론적 관점과 공유된 도덕적 평가기준에 기초한 정통성이론이 그것이다. 진화론적 관점은 유전자의 생물학적인 진화 과정을 규범의 변화 과정에 비유하여 설명하고 있으며, 정통성이론은 공유된 도덕적 평가 기준이 정통성을 상실할 경우 규범 변화가 초래된다고 주장한다. 전통적 동아시아 국제관계는 유교의 화이규범에 기초한 조공체계로 설명되고 있는데, 이 글은 규범의 변화와 그 원인을 규명하려는 이론적 성과를 토대로 화이유교 규범의 변화가 조공체계에 미친 영향을 분석하고 있다. 이를 위해 이 글은 17세기 명·청교체기의 조공체계를 분석하여 조선에서 나타난 화이유교규범의 변화와 그 원인을 정통성의 상실이라는 측면에서 분석한다.

International norms seems to change over time through their life-cycle, that is, emergence, diffusion and decline. But we do not fully understand how and why they evolve as they do. Scholars studying of norm change respectively explain the reason based on evolutionary approach and legitimacy approach. The former made draw an analogy of between genes and norms, but the latter was dependent on a need for international legitimation. While the traditional international relations in East Asia have been explored by tributary system based on old-age Confucian ideology, that is, the distinction between hua(Chinese)-yi(Barbarian),this paper based on the research outcome of norms change explore how the change of Hua-yi norm has influenced over the tributary system. For this, this paper examines the change of 17th Century tributary system during transition of Ming-Qing dynasty based on legitimacy approach.
