1884년 '의제 개혁'에 대한 정치적 독해 - 문명사적 전환기의 현실정치 공간과 한일관계의 한 측면

Abstract

1884년 여름, 조선 정계는 의복(衣服)제도의 개혁을 둘러싸고 두 달 이상의 뜨거운 논쟁을 벌이게 된다. 이 사건은 19세기 후반이라는 거대한 전환기, 격동의 시대에 나타난 수많은 논쟁 가운데 가장 격렬하면서도 집요하게 진행되었던 사건 중 하나이지만, 지금까지 주목받지 못하였다. 본 연구는 1884년의 의제 개혁이 이루어진 경위는 무엇이며, 개혁의 주체는 누구인지, 그리고 이를 둘러싸고 어떠한 찬반 논란이 있었으며 어떠한 정치적 의미와 성격을 가지고 전개되었는지를 고찰하기 위해 진행되었다. 문명사적 전환기의 위기상황에서 발생한 의제 개혁을 둘러싸고 벌어진 격렬한 논란 과정은 문명의 충돌이란 사실상 거시적 차원에서 이루어지기보다는 오히려 미시적이고 구체적인 차원에서 나타나게 된다는 점을 확인하게 해주는 사례라고 할 수 있다. 의제 개혁이 그토록 격렬한 논란의 중심에 서게 된 데에는 17세기 명청교체라는 문명질서의 전복이 이루어진 이후 조선이 일상 속에서 중화문명의 정수(精髓)를 유일하게 계승하고 있으며 조선이 문명국가임을 가장 명중하게 보여주는 근간이 바로 다름 아닌 조선의 의관문물이라는 의식이 팽배해 있었기 때문이었다. 따라서 의제 개혁의 문제는 거대한 혼돈의 시점에서 조선의 정체성과 신분질서를 뒤흔드는 문제라는 강렬한 위기감을 드러내게 하였고 정치적 논쟁의 한복판에 위치하게 되었던 것이다. 그런데 문제는 그렇게 확고히 믿어 온 문명기준이 완전히 바뀌고 있었다는 점일 것이다. 그것은 패러다임이 극적으로 바뀌는 상황에서 기존의 고유한 문명기준이 오히려 야만과 정체(停滯)됨의 표상으로 전락하는 사태가 벌어지고 있었음을 의미한다. 그것은 동아시아적 관점에서 보면 문명기준의 역전이라고 불러야 할 사태의 전개였고, 이러한 거대한 전환기의 와중에서 나타난 정치세력들의 끊임없는 엇박자로 조선의 운명은 비극으로 치닫게 된다.

The political world of Joseon was going through heated discussion on the reform of clothing for more than two months in summer, 1884. Although this incident was one of the most fierce and persistent issues, among the numerous controversies during the tumultuous times of the mammoth transformation in the late 19th century, it has gone unnoticed. The research of this paper examines how the 1884s clothing reform was made, who was in charge, how the pros and cons fared, and what political implications and features it took on. The vehement controversy over the clothing reform during the crisis of the transformational period of civilization presents a case confirming that the collision among civilizations in fact takes place at micro and concrete level, rather than at macro level. The clothing reform underwent such intense dispute since there was widespread consciousness that the attire was the basis which most evidently showed that Joseon had taken over the essence of Sinocentrism as a sole nation in its daily life and that Joseon had been a civilized nation, since the overturn of civilizational order by the shift from Ming to Ching. In this line, the issue of the clothing reform became located in the center of political argument, revealing a strong sense of crisis that it was shaking Joseons identity and order in the status system at the point of massive confusion. In fact, the problem is that the reference of civilization was entirely changing, which means that the existing indigenous reference of civilization was degenerating into a symbol of barbarism and stagnancy under the dramatic shift in paradigm. This was the status quo that should be called the reversal in the reference of civilization from the viewpoint of East Asia, and the fate of Joseon was heading for tragedy due to the incessant disharmony among the Joseons political forces which sprang up in this enormous transformation.
