문화 간 커뮤니케이션과 세계정치

Abstract

최근 세계화와 교통·정보통신 수단의 발달, 국제적 인구 이동의 증가로 다양한 문화적 배경을 가진 사람들 사이의 직·간접적 접촉이 증가함에 따라 세계정치에 있어 문화 간 커뮤니케이션의 중요성이 크게 증가하고 있다. 이 글은 이처럼 최근 중요성이 크게 증가하고 있는 문화 간 커뮤니케이션에 주목하여 이의 다양한 양상이 오늘날 세계정치에 어떠한 형태로 나타나고 있는지 그리고 그 이론적 함의는 무엇인지 살펴보고자 한다. 구체적으로는 우선 문화 개념과 탈냉전 이후 문화의 정치적 중요성이 새롭게 주목받기 시작한 배경에 대해 살펴본 후 뒤이어 문화 간 커뮤니케이션 양상을 지배, 충돌, 공존, 공진화, 혼종등 다섯 가지로 나누어 이러한 양상이 오늘날 세계정치에 어떠한 형태로 나타나고 있는지, 그리고 이론적 함의는 무엇인지 살펴보고자 한다. 이러한 논의를 통해 이 글은 문화의 정치적 중요성이 증가함에 따라 세계정치가 행위자와 이슈 측면에서 더욱더 복잡한 양상으로 전개되고 있음을 보여주고자 한다.

By increasing exchanges and contacts between different cultures, globalization, the development of transportation and information technology, and the increase of international migration, combined together, serve to increase the political significance of inter-cultural communication in todays world politics. This paper thus purposes to examine theoretical implications of inter-cultural communication on world politics. Specifically, it surveys various definitions of culture, and examines why culture matters politically, in particular, following the end of the Cold War. Then, it suggests five types of inter-cultural communication - domination, clash, coexistence, coevolution, and hybridization - and examines how these types of inter-cultural communication appear in todays world politics. Finally, discussing theoretical implications of inter-cultural communication, it reminds us of the complexity of todays world politics, especially, in terms of issue area and agency.
