다문화주의와 여성 - 유럽의 최근 이민·사회통합 담론 및 정책의 변화와 여성과 문화에 대한 논의

Abstract

프랑스, 영국, 독일, 스웨덴 4개국의 사례를 통해 최근 유럽 국가에서 나타난 이민 및 사회통합정책 수렴 현상에 대해 살펴보았다. 지난 십여 년 동안 유럽 안팎에서 무슬림 남성(이민자)에 의해 주도된 상당수 폭력 또는 테러 사건으로 인해 정치권을 중심으로 다문화주의 실패 주장이 대두되었다. 무슬림 이민자의 폭력 성향을 종교, 즉 민족 문화의 문제로 간주한 이러한 문화본질주의적 관점은 무슬림 여성 이민자의 베일착용과 강제결혼을 무슬림 남성의 여성에 대한 가부장적 억압 문화의 사례로 주목했다. 결과적으로, 보편적 젠더평등, 즉 여성의 권리에 관한 여성주의자들의 담론이 서구와 비서구 또는 유럽 주류사회와 소수 이민자공동체 간의 우열을 드러내는 논의에 차용되었다. 이는 한편에서는 위 네 국가에서 이민자 사회통합정책의 근간으로 다문화주의가 부적절하다는 논의와 함께, 선별적 이민제도의 강화라는 정책 결과로 나타났다. 하지만 이 글은 각 국가의 민 및 사회통합정책 환경 및 이념적 근간이 다르기 때문에 정책 결과에 일정 부분 차이를 보인다는 점에 주목한다. 이와 함께, 이 글은 이들 국가들이 이민자를 위한 반차별법 강화 및 사회적응 지원 강화 정책을 전개하고 있다는 측면에서 다문화주의를 사회통합정책의 이념으로 전면 부정했다고 보기는 어렵다는 점도 강조한다. 마지막으로, 위 네 국가를 포함한 유럽 내에서 전개된 다문화주의와 보편적 여성인권에 대한 논의는 두 이념이 공통적으로 문화본질주의적 시각을 내재하고 있고, 이는 결국 서구 자문화중심주의 시각의 확산을 초래했다는 점을 지적한다. 또한 이를 극복하기 위한 대안으로 이 글은 최근 이민자 여성의 삶의 조건을 형성하는 다양한 요인의 교차성과 트랜스 문화성에 대해 탐색하며, 위 네 국가에서 나타난 베일착용과 강제결혼에 대한 정책대응에 대해 살펴본다.

This paper looks into the recent changes in the immigration and social integration discourses and policies in Europe, especially focusing on the cases of France, the United Kingdom, Germany, and Sweden, In recent years, some of the most powerful political leaders in Europe have claimed multiculturalism as being failed in European society. This paper examines the debate on women and culture between multiculturalism and feminism and also criticizes the cultural essentialist view entailed in both ideologies. Moreover, this study explores two alternative notions, transculturality and intersectionality, which provide the theoretical explanations for both cultural and social structural factors affecting migrant womens living conditions in transnational contexts. On the other hand, this paper also pays special attention to the differences as well as similarities in the changes of the four European countries immigration and social integration policies, although all of them were in common to have the above debate. This paper suggests that twhat makes each countrys policy changes somewhat different is the different ideological basis forming each countrys public and social integration policies.
