스코틀랜드의 영국 잔류 선택과 분리 독립 운동의 전망: 복합적 지역주의에 따른 분권적 자치

Abstract

스코틀랜드는 독자적 민족 정체성을 가지고 있지만 자치권 확보 과정을 거치면서 분리 독립보다 자치에 만족하는 경향이 강해졌다. 이것은 다른 지역들에 비해 정치 경제적으로 차별 정도가 더 약하다는 사실과 더 강력한 자치권을 확보했다는 사실에 기인한다. 하지만 2014년 주민 투표에서 나타났듯이 분리 독립을 추구하는 경향도 적지 않다. 이제 스코틀랜드 주민들은 자신들의 이해관계를 지역 차원에서는 스코틀랜드 민족당을 통해 대변하고 전국 차원에서는 노동당을 통해 대변하고자 한다. 그 대변에서 가장 중요한 것은 정치 경제적 이해관계다. 따라서 제2차 대전 이후 스코틀랜드 지역주의는 종족-문화적 요인을 토대로 하고 정치 경제적 요인이 직접적 동원의 계기로 작용하는 복합적 지역주의로 규정할 수 있다. 그 표출 형태는 지역과 전국이라는 차원에서 각기 다른 특정 정당에 대한 지지이며, 목표는 분리 독립을 폐기하지 않는 가운데 분권적 자치로 나타났다.

Most of the Scottish pursue the autonomy rather than independence although they have a unique national identity. It is because Scotland has been less discriminated politically and economically and guaranteed more autonomy compared to the other regions. However, as shown in the referendum of 2014, the separatist tendency is not so weak. Now the Scottish represent their interests through the SNP at the regional level and through Labour at the national level. Their most important interest is the politico-economical one. Scottish regionalism since World War Ⅱ has been defined as a compound regionalism mobilized by ethno-cultural factors and influenced directly by politico-economic ones. It was expressed as rendering a support for a specific party on the regional and national level respectively with the goal of autonomy, albeit not given up independence.
