과학 거버넌스와 과학 시민권: 이론적 검토

Abstract

생태적·사회적 복잡성이 증대하는 오늘날 사회 진보의 동력이자 합리성의 독점적 원천으로서 과학기술의 표상은 위협받고 있다. 원자력 발전, 기후변화, 광우병, 유전자 조작식품, 인간배아복제 등을 둘러싼 공중의 위험 인식과 광범위한 불만은 과학기술에 대한 공중의 신뢰가 무너지고 있음을 보여주는 대표적인 사례들이다. 이에 유럽 등지에서는 전문가와 정책 결정자 그리고 공중 사이의 경계를 허무는 지속적인 소통 및 개입/참여 전략이 강구되고 있는데, 이 과정에서 부상한 것이 과학 거버넌스와 과학 시민권에 관한 논의이다. 본 연구는 이러한 논의의 이론적 적실성을 검토해보고자 한다. 과학 거버넌스와 과학 시민권을 논하는 시각은 다양하지만 과학기술과 정치, 특히 과학 기술과 민주주의라는 거시적 의제로부터 출발하여 양자를 연계하는 문제의식을 심화시켜 나가는 데에선 공통적이다. 과학기술적 전문성이 공적 의사 결정을 독점하는 시대에 정책 과정의 투명성과 책임성을 증대하려는 이러한 규범적 논의는 현대 민주주의에 대한 고민을 확장하는 데 기여할 수 있을 것이다.

There has been a growing concern and risk awareness of the issues relating to science and technology. especially with regard to the areas affecting our safety and health in everyday life: climate change, genetically modified foods, nuclear waste and so on. In this regard, we can speak of crisis of confidence in science and scientific public policy. In Europe and beyond, to cope with this crisis of confidence, public engagement is actively advocated as a means of restoring public trust in science and of enhancing responsibility in the policy process. Along with this, the configuration of scientific citizenship has become a lively topic in Science and Technology Studies (STS). This study is to review the discussion on the governance of science and scientific citizenship, and examine the significance of these frameworks for bridging the gap between science and democracy
