동북아 에너지 안보의 지형 변화와 한국의 에너지 외교

Abstract

현재 세계는 에너지 안보 지형의 근본적인 변화를 목도하고 있다. 미국에서부터 비롯된 셰일혁명의 영향력은 세계 에너지 시장을 근본적으로 뒤흔들며, 지정학적 요인의 중요성을 세계에 다시금 상기시키고 있다. 세계 최대의 수입국이 세계 최대의 수출국이 된 큰 변화로 인해, 전통적인 수출지대인 중동과 러시아, 또한 최대 수입지대인 아시아와 유럽마저 영향을 받게 되었다. 자원 흐름의 변화와 지정학적 역동성이 심화되는 가운데, 기후변화 대응이라는 국제사회의 당면과제가 새로이 부각되면서, 에너지 문제는 국제관계에서 새로운 갈등과 협력을 야기하는 핵심적 사안으로 자리 잡고 있다. 이러한 상황 인식하에 본 연구는 에너지 안보와 관련된 근본적인 변화를 분석하고, 이에 대응하는 한국의 에너지 외교전략을 모색하는 것을 목적으로 한다. 이를 위해 본 연구에서는 다음의 세 가지 질문에 대한 대답을 시도한 다. 첫째, 에너지 안보 관련 세계적·지역적(동북아)으로 일어나고 있는 지형적 변화는 무엇인가? 둘째, 지금까지 한국이 구축해 온 에너지 안보의 구조는 어떠한가? 셋째, 변화의 추세 속에서 한국이 에너지 안보를 증진시키기 위해 취할 수 있는 외교전략은 무엇인가? 이상의 질문들에 대한 대답을 통해 에너지 사안이 야기하는 국제정세의 변화 모습을 포착하고, 생존과 이익극대화를 위해 한국이 대내외적으로 대응해야 할 전략적 지점을 검토하고자 한다.

The world is currently witnessing a fundamental change in energy security landscape. Impact of the Shale Revolution stems from the United States has been shaking the world energy market essentially, and underlining the importance of geopolitical factors again. The traditional exporting regions of the Middle East and Russia as well as Asia and Europe were affected by this tremendous changes of the worlds largest energy importer becoming the worlds largest energy exporter. While changes in flow of resources and geopolitical dynamics have intensified, the challenges of climate change response of the international society is newly highlighted. Therefore energy is becoming the key issue leading to new conflicts and cooperation in international relations. Under these circumstances, the purpose of this study is to analyze the fundamental changes related to global energy security, and identify the energy diplomacy strategy of Republic of Korea. To this end, this paper attempts to answer the following three questions. First, what changes are currently happening in the global and regional (Northeast Asia) levels that are related to the energy security issues? Second, how ROK has been constructing energy security structure so far? And third, what are diplomatic strategies that ROK can take to improve energy security in the trend of fundamental change? Through the answers to the above questions, this paper captures energy issue re-shaped international politics, and reviews the strategic points that ROK needs to respond for survival and interest maximization.
