일본의 대중 정부간경제협력의 정책결정

Abstract

본 논문은 일본정부의 오오히라 내각 이후의 대중 정부간경제협력의 공여 및 동결을 둘러싼 정책결정과정과 엔차관 패키지의 공여내용을 실증 분석한 것이다. 연구의 주된 분석범위는 79년에서 98년에 이르기까지의 약 20여 년간이다. 대중경협의 정책결정은 수상관저 주도의 정치결정에 의거했지만, 미국과 중국의 외압과 일본 자민당과 재계의 내압이 적절히 투사된 내외압조정적 정치결정으로 파악하며, 또한 일본의 대외원조론에 대한 새로운 가설로서 기존의 상업원조론, 전략원조론, 자조지원 원조론을 넘어선 정치원조론을 제시하고자 한다. 이는 두 가지 측면에서 기인한다. 하나는 엔차관 원조의 규모와 방식이 거액의 복수년도 총액결정이란 점에서 정치성을 띤 점이고, 또 하나는 정책결정이 관저중심의 정치적 조정이 많았다는 점이다. 거액의 엔차관 패키지의 복수년도 총액결정방식, 내외압을 조정하기 위한 대중경제협력 3원칙의 설정, 중국의 요청이나 압력에 대한 유연한 반응, 자원 및 통상외교와의 높은 관련성, 등소평체제의 개혁·개방노선 지지, 서구에 대한 배려 및 아세안과의 균형 등 대중원조는 항상 복합적인 요소의 조정을 요하는 수상관저의 정치적 판단을 필요로 했던 것이다.

This paper attempts to analyze the characteristics of the contents and decision-making style of Japans foreign aid policy to China. Japans ODA policy to China is very interesting in that it has maintained multi-annual pledge, package aid called Enshakan Aid, political decision guided by Kantei, foreign and domestic pressure, and so on. Throughout the analysis of such characteristics in Japans aid policy to China, this paper presents a new interpretation and assertion that Japans aid policy to East Asia, in particular China, is Political Aid. This assertion is based on two essential characteristics of Japanese foreign aid to China. One is political decision of great size and multiple years pledge of those aid contents. The other is aid policy decision given by Kantei. Japanese giant aid packages to China have maintained such various characteristics as multi-annual pledge, three political principles like considerations to ASEAN and America, projects highly related to Japans resource diplomacy, strong support for Chinese Government to pursue openness and reform of its economic system. Since the Post Cold War in 90s, Japans aid policy to China shows a few new important factors. Environmental and agricultural projects have increased and 3+2 years method has been adopted gradually. Furthermore, Japan has emphasized their national interests much more than they did in the 80s.
