필리핀과 이집트의 군사적 종속타파에 관한 비교연구

Abstract

본 논문은 대표적 제3세계 국가인 필리핀과 이집트가 자국의 군사적 종속상황을 타파하는 과정과 결과를 비교분석한다. 필리핀은 1950년대부터 1990년대 초까지 미국에 군사적으로 극심하게 의존되었고 이집트 역시 1950년대 중반부터 1970년대 중반까지 소련으로부터 막대한 군사원조와 지원을 통해 예속되어 있었다. 이집트와 필리핀은 소련과 미국에 군사적으로 종속되었던 공통점을 갖고 있다. 동시에 그 후에 이 두 국가는 자생적 의지, 국내적 합의, 그리고 지도력의 선택과 결정 등에 의해 지배국인 소련과 미국으로부터 군사적 예속을 타파하는 경험을 갖게 된다. 양국의 사례에 나타난 필리핀-미국과 이집트-소련의 군사적 관계는 힘의 불균형 정치의 전형을 보여준다. 본 논문을 통해 저자는 종속타파의 개념과 분석틀을 통해 필리핀과 이집트의 사례를 분석하고 평가한다. 연구와 조사를 통해 나타난 주요 결과(findings)는 종속타파를 추구하는 과정에서 필리핀과 이집트는 특정한 국가에 대한 과도한 의존이 군사적, 경제적, 사회적 문제와 반향을 일으킬 수 있으며 장기적 관점에서 국익에 바람직하지 않다는 점이었다. 또 다른 측면은 양국 모두 지배국가의 반대와 저항에도 불구하고 군사적으로 예속을 탈피 할 수 있었다는 점이다. 즉 자생적 종속타파를 이루었다는 점이며 종속국의 의지와 선택에 의해 군사적 종속을 탈피할 수 있음을 본 연구결과는 극명하게 보여준다. 필리핀과 이집트의 사례에서 나타난 주된 차이점은 전자의 경우 국내적 차원에서의 집합적 노력을 통해 미국에 대한 군사적 예속을 극복하였지만 후자의 경우 그러한 국내적 노력 특히 민족주의에 기초한 공감대와 자주권 확보의 욕구는 상대적 취약하였지만 사다트의 정치적 판단과 지도력이 종속타파의 주요한 변수가 된다.

During the 1950s the Philippines had received a great deal of military assistance from the U.S., which also provided the former a wide variety of weapons and infrastructure as a result of the conclusion of a series of Military Agreements in 1947 and the Mutual Security Treaty in 1951. Subsequently, the Asian country has been heavily dependent on the U.S. in the affairs of defence to cope with internal instability and communist guerilla activities. Entering the mid-1980s, however, the people of Philippine strongly demanded that the U.S. military bases and facilities be dismantled, and U.S. soldiers be withdrawn. The protests culminated in the veto of the legislation which would have extended the military agreements in the Philippine Senate. Egypt shows a different yet similar example. After its independence in 1952, Egypt faced a serious conflict with Israel, and later waged three wars with the Jewish State throughout 1960s and 1970s. As Israel relied on the U.S. for its military support, Nasser could not help but to get the support and commitment from the Soviet Union, which then provided the Egyptian government with a number of different weapons and fighters. Egypt's heavy dependence on the communist nation had been maintained until July 1976, when Sadat decided to abrogate the Egyptian-Soviet Treaty of Friendship and Cooperation and closed the Soviet naval facilities. In short, both nations were able to cast off their long-standing military dependence on the world's superpowers by their own will and endeavour, which is referred to as military counterdependence. Therefore, this paper first seeks to explore the process by which the Philippines and Egypt overcame their military dependence on the U.S. and Soviet Union from a comparative point of view. And then, it analyzes the ways how these Third World countries have achieved counterdependence, focusing primarily on a set of factors and variables with regard to it. Finally, this work summarizes major similarities and differences of counterdependence in the cases of the Philippines and Egypt, presenting some final thoughts and implications for the age of post-counterdependence of these two nations.
