라틴 아메리카의 결선투표제에 대한 고찰

Abstract

결선투표제는 선거에서 과반수이상으로 득표한 후보자가 없을 때 자동적으로 최다득표자를 당선자로 인정하기보다는 최상위 득표자 둘만을 대상으로 다시 한 번 투표를 해서 최종 승자를 가리는 독특한 선거제도를 일컫는다 . 이 논문은 먼저 결선투표제의 제도적 특징을 이론적으로 고찰한다. 둘째, 이 논문은 라틴 아메리카에서 결선투표제가 어떻게 작동하는지 구체적으로 추적한다. 마지막으로 이 논문의 연구결과 결선투표제의 정치적이고 이론적인 함의를 음미한다.

This article systematically investigates both the theoretical and practical aspects of the run-off systems. This study focuses on the cases of the run-off systems in many Latin American countries. These countries have repeatedly experienced two-round elections and provided relevant electoral statistics unlike many other run-off systems. This essay first reviews the pros and cons of the two-round election systems. Second, it traces the real effects of the two-round election systems on voter turnout and the final outcome of the elections. Finally, it ascertains the implications of a two-round election system in the context of Korean electoral politics.
