남북한 관계 60년 분석: 1948~2008

Abstract

이 글은 지난 60년간 남북관계의 전반적 추이와 각 시기의 특징을 추적해 보는 것을 목적으로 한다. 외적 위협 인식(external threat perception)의 변화, 레짐 성향 또는 전략(regime orientation/strategy)의 변화, 경쟁능력(competitive ability)의 변화, 국내자원의 위기(domestic resource crisis)가 주요 설명변수가 될 것이다. 2차 세계대전으로 동북아에 새로운 세력균형이 탄생하였고, 새로운 질서 속에 남북 숙적관계가 탄생하였다. 경쟁능력의 변화(북한의 군사적 우위)는 한국전쟁과 남북 숙적관계의 공고화를 가져왔다. 한국전쟁 이후 경쟁능력의 변화(북한의 군사적, 경제적 우위)와 더불어 북한의 요새국가화가 심화되었고, 평양은 점점 더 공세적인 대남노선을 채택하였다. 경쟁능력에서 뒤졌던 한국은 군사정권 아래 선 건설, 후 통일의 전략을 선택했다. 외적 위협의 변화(데탕트)와 경쟁능력의 변화(균형)로 남과 북은 일시적 대화노선을 추구하게 된다. 냉전의 해체와 경쟁능력의 변화(한국의 우위)는 1990년대 초반과 2000년대 남북화해의 기반이 되었다.

This article seeks to trace the general trends and basic characteristics of the past 60 years of inter-Korean relations. The important explanatory variables are external threat perception, regime orientation/strategy, competitive ability, and domestic resource crisis. The inter-Korean rivalry was born amid the new regional balance of power following World War II. North Korea's military supremacy has brought about the Korean War and the consolidation of the rivalry. North Korea with its military and economic edge over its counterpart adopted increasingly aggressive tactics whereas South Korea falling behind in competition opted for the development-first strategy. Due to the changes in external threat and competitive ability, Seoul and Pyongyang momentarily pursued reconciliation in the early 1970s. The end of the Cold War and the imbalance of power between the two have been the basis for the rise of reconciliation between South and North Korea.
