중국 시장화 과정에 있어 사영기업가의 형성과 역할: 원저우(溫州)사례를 중심으로

Abstract

중국은 1970년대 말 이후 시장사회로의 이행을 밟아오고 있다. 중국이 성공적인 경제성장을 이루어냄에 따라 중국 시장화의 성공요인에 대해서 그 동안 많은 논의가 있어 왔다. 본 논문은 중국의 성공적 시장화에 대한 다양한 요인 중 사회계급의 형성과 역할에 주목한다. 보다 엄밀하게는 시장사회 형성과정에서 사회변동에 핵심적 역할을 담당하게 되는 자본가 계급의 형성과 역할을 분석하고자 한다. 중국적 맥락에서 자본가계급은 사영기업가 집단으로 분류된다. 즉, 중국이 사회주의 계획경제의 약점을 극복하면서 시장사회로 이행하는 과정에서 사영기업가는 어떻게 형성되었고, 시장사회 형성에 어떠한 역할을 했으며, 정부와 시장과의 관계 및 거버넌스에 어떠한 변화를 가져왔는가를 지방적 수준에서 고찰한다. 그리고 지방적 수준에서 사영기업가를 중심으로 한 시장화의 대표적 사례라 할 수 있는 중국 저장(浙江)성 원저우의 사례를 중심으로 분석한다.

This paper examines, at the regional level, significant roles of synergistic interplay between the market and private entrepreneurs in a long course of marketization in China, focusing on a locality of Wenzhou. It illuminates its effects of spreading private sectors and their associational lives on social institutionalization of the market economy, going beyond analyzing the institutional mechanisms for Wenzhou model of developmental path driven by private entrepreneurs. In the case of Wenzhou, the socio-economic and institutional conditions first provided a favorite environment for promoting emergence and development of private entrepreneurs. The growing private economy generated marketplaces and the specialized market later on. These two factors affected further flourishing private sector-initiated market economy. As the market economy widened and deepened, private business sector began to form associational life to solve the raised collective action problems. Active associational life went on expanding to the outside shaping business networks and extending Wenzhou type of market economy to other regions as well. Furthermore, it has taken root down to the lower level of local community from the city level down to the township and village level. The spreading associational life created social capital and human capital as well. It subsequently contributed to further development of market economy and market society. Like this, in Wenzhou, marketization has dynamically proceeded at the bottom. Finally, the market economy has institutionalized via the mechanism of private entrepreneur-initiated market and its associations.
