데탕트 체제 전환기의 한일관계: 오키나와(沖縄) 반환 및 주한미군 철수 문제를 사례로

Abstract

본 연구는 1960년대 말부터 시작된 동아시아 냉전체제의 구조적 전환기의 한일관계의 전개 양상을 오키나와 반환 및 주한미군 철수 문제를 사례로 하여 실증적으로 분석하는 것을 목적으로 한다. 본 연구를 통해 첫째, 이른바 한국조항이 미일의 이해관계가 반영된 타협의 산물임과 동시에, 오키나와 기지가 아시아 전체의 안보와 직결된 문제라는 한국의 문제 제기가 고려된 결과였음을 사료를 통해 밝힐 수 있었다. 둘째, 주한미군 철수 문제와 관련하여 한국 정부는 한편으로는 일본 정부의 측면지원을 활용하여 미국의 의도를 저지하고자 하면서도, 다른 한편으로는 한국의 의사와 관계없이 강대국들에 의해 한반도 문제가 결정되는 상황을 우려하였다는 사실을 통해 국제체제 전환기에 적응해 나가는 약소국 외교의 딜레마를 들여다 볼 수 있었다. 셋째, 데탕트 체제 전환기의 한일관계를 상호 경계기, 안보인식 접근기, 상호 갈등기로 구분하여 분석함으로써, 데탕트 초기의 국제정세 변화가 한일간의 안보인식을 접근시키는 계기로 작용하였지만, 데탕트 체제의 정착이 가시화되면서 아이러니하게도 한일관계의 갈등 양상이 부각되는 과정을 동태적으로 그려낼 수 있었다.

The purpose of this paper is to historically analyze the developmental aspect of the Korea-Japan relationship within the structural change of the Cold War system in East Asia at the end of the 1960's. Specifically, it focuses on the case of Okinawa reversion and the U. S. troop withdrawal from Korea. Following are the important findings: first, the Korea clause' was not only the product of compromise between the interests of U. S. and Japan, but also the results from Korea's claim that the Okinawa issue is directly related to the regional security in Asia; second, it shows the dilemma of small nations' diplomacy in that, the Korean government utilized the Japanese support to prevent U. S. government's plan to withdraw its troops from Korea, while at the same time Korea was concerned about the situation where the Korean peninsula issue would be decided by great powers regardless of Korea's intention; third, by dividing the Korea-Japan relationship into three period of mutual hostility, mutual convergence of security perception and mutual conflict, we find the dynamic changes of security perception gap between two countries within international environment.
