Abstract
20세기 초 파나마 운하의 건설은 쿠바, 도미니카 공화국, 니카라과에 대한 개입과 더불어 미국의 제국화 과정을 집약적으로 보여준 사건이었다. 파나마 운하는 기술력의 우위와 생산력의 극대화를 바탕으로 한 두드러진 공학적 성취인 동시에 라틴아메리카를 미국의 영향권으로 흡수하는 제국 건설의 단면이었다. 파나마 운하 건설과 운하지대의 창설을 통해 미국은 아메리카 대륙의 가장 중요한 경제적ㆍ전략적 교차로에 제국의 기반을 마련할 수 있었다. 이 과정에서 시어도어 루스벨트 대통령은 콜롬비아의 한 지방이었던 파나마의 분리ㆍ독립을 후원해 파나마 운하 건설권을 독점하고, 공공연한 개입을 수반하는 새로운 외교 정책을 선언한 뒤 운하 건설 현장 시찰과 굴착기 운전의 실행, 그리고 운하지대의 대리 통치를 통해 새로운 제국 미국의 부상을 주도했다. 이런 과정을 거쳐 파나마 운하는 제국의 통합적 체계와 정체성의 배양기이자 대다수 미국인들의 사회적 전망을 반영하는 제국의 장치가 되었다. 반면 미국의 위업 속에 건설 현장인 신생 파나마 공화국은 제국의 전략 거점으로 변모되어 20세기 내내 미국의 인위적인 부속물로 기능할 수밖에 없었다.

This article focuses on the construction of the Panama Canal of the United States that epitomized the countrys transformation into an imperial power in the early 20th century. Since then, the Panama Canal has been a preeminent symbol of Americas prestige. It was more than a tangible asset with commercial and strategic utility. At the same time, it has been criticized as a national monument to chauvinism, misled interventionism, and the perversion of American ideals. The U.S. took advantage of Colombian Senates refusal to ratify the Hay-Herrán Treaty in August 1903. In the treaty, Colombia had tentatively agreed to guarantee the United States a right of canal construction. The break-up of the bilateral agreement eventually resulted in the secession of Panama from Colombia in November 1903. The Panamanian republic immediately signed a new treaty, granting the U.S. a perpetual and exclusive control of the Canal Zone. Subsequently, the U.S. constructed an inter-oceanic canal in 10 years. This was not only acclaimed as the outcome of technological prowess and maximum labor productivity, but considered an imperial icon that symbolized integration of Latin America into the U.S. sphere of influence. During the process, Theodore Roosevelt emerged as a symbolic figure of the U.S. imperial policy. He supported the Panamanian secession, visited the canal construction site, and empowered George W. Goethals to act as his agent in the Canal Zone. American imperial policy reflected in the Panama Canal project stood in sharp contrast to the eclipse of Panama itself. The colossal engineering work was presented as a construction site of social visions and a new national identity for the American middle class. Meanwhile it overshadowed the new republic that furnished the name of Panama for the canal and the Panama-Pacific International Exposition (PPIE) in 1915. The arduous labor of canal workers who were mainly from the Antilles was completely ignored as well. Thus, the Panama Canal became an imperial machine that represented U.S. visions of hemispheric integration and its rise to international leadership.
