Abstract
본 연구는 동남아시아 국가들이 세계자본의 힘과 어떻게 상호작용해 왔는지를 검토하고, 선진 경제들과의 차이를 줄이기 위한 최선의 방편을 모색하는 과정에서 어떠한 담론들이 1997년과 2008년 두 금융위기 사이에 나타났는지를 분석한다. 특히, 1990년대 말 동아시아 외환위기와 2008년 미국발 경제위기에 대응하는 인도네시아, 말레이시아, 싱가포르 등 동남아시아 주요국들의 경제 담론과 구체적 정책 대응을 분석한다. 본 연구는 동남아시아적 관점에서 아시아적 가치라는 담론이 민족주의에 기반을 둔 중상주의에 그 뿌리를 두고 있음을 지적한 후 동아시아 외환위기에 따른 동아시아 발전국가론 및 아시아적 가치론의 급속한 몰락 과정에 분석의 초점을 둔다. 또한 본 연구는 동아시아 외환위기를 통해 뼈아픈 각성을 한 동남아시아 국가들이 한편으로는 경제위기를 극복하는 과정에서 어떻게 신자유주의적으로 사회화되었으며, 다른 한편으로는 2008년 세계경제위기 이후 아시아적 가치를 확장 또는 복합화하려는 노력을 기울이게 되었는지 설명한다. 동남아 국가들은 신자유주의적 시장경제 원칙에 따른 내부체제의 설계뿐만 아니라 역내 국가들 간에 비록 초보적인 형태이나마 과거에는 없던 역내 안전망을 구축함으로써 2008년부터 시작된 경제위기에 효과적으로 대응해 왔다. 유로존의 위기에 따른 세계 거시경제의 불안정, 중미간의 경쟁 심화에 따른 지경학적 긴장 등 여러 대내외적인 불확실성으로 인해 동남아시아 국가들이 구상하는 자본주의의 미래가 현재의 연장선상에서 뿌리를 내리게 될 지를 판단하기는 어려우나 한 가지 확실한 것은 그것이 지배담론과 대립적인 모습을 취하기보다는 보금자리형 연계로 전개될 가능성이 높다는 것이다. This study explores the way in which Southeast Asian countries have responded to the force of economic globalization for the past two decades. What were the institutional roots of the Asian value debate at the turn of the 1990s? Why and to what extent did the alleged collapse of the Southeast Asian developmental model in the wake of the 1997-98 Asian financial crisis put an abrupt end to the debate? Have Southeast Asian countries sincerely pursued neoliberal policy reforms since then? To answer these questions, this study comparatively analyzes the policy responses and discourses found in Indonesia, Malaysia, and Singapore, all of which have played an important role in the evolution of the Asian value debate. The main argument of this study is two-fold: (1) Southeast Asian countries have been neoliberally socialized in the aftermath of the Asian financial crisis; and (2) In response to the 2008 global economic crisis, they have attempted to revive and expand Asian values in their economic policy-making, while not seriously challenging the dominant Western discourse on capitalism as they once did before the Asian crisis. Southeast Asian countries individual efforts at liberal economic reform on the one hand and their collective efforts at webbing regional safety nets?including free trade accords and currency swap agreements?on the other indicate that Southeast Asian capitalism will remain nested in, rather than conflictual with, the mainstream neoliberalism.
