아프리카인들의 투표행태 분석: 종족투표 대 경제투표

Abstract

아프리카 신생민주주의국가에서 유권자들이 선거에서 정당 혹은 후보자를 선택할 때 가장 중요하게 생각하는 것은 무엇일까? 본 연구는 사하라 사막 이남 지역에 속한 16개 신생민주주의국가들에서 수집한 여론조사 데이터를 이용해 아프리카인들의 투표행태를 분석한다. 1990년대 초부터 이 지역의 대다수 국가들은 민주주의 이행을 경험했고, 이들 중 적지 않은 수의 국가들이 지난 20년 동안 다수의 정당들이 참여하는 다양한 형태의 선거를 정기적으로 치러왔다. 민주주의 정치체제를 구성하는 여러 요소들 중 선거는 핵심적 요소이다. 특히, 다수의 정당들이 참여하는 자유롭고 공정한 선거를 통해 유권자는 정치 엘리트를 상대로 책임성과 대표성을 구현할 수 있다. 본 논문은 아프리카인들의 종족투표 행태와 경제투표 행태를 살펴봄으로써 아프리카 유권자들이 자신들의 지지 정당이나 후보를 선택할 때 책임성과 대표성 중 어느 하나에 더 중점을 두는지, 그렇지 않으면 두 메커니즘 모두를 중요시하는지의 여부를 위계 로짓 통계모델을 이용해 분석한다. 이를 통해 본 논문은 민주주의 이행을 통해 도입된 정기적인 선거에서 아프리카인들이 대표성을 구현하는 종족투표 행태뿐만 아니라 유권자와 정치 엘리트를 긴밀히 연결시켜 책임성을 구현하는 경제투표 행태도 동시에 보여준다는 것을 발견했다. 아프리카인들은 자신이 속한 종족 출신이 정부수반일 경우 그렇지 않은 경우보다 확연히 여당 투표 의향이 강했다. 그리고 자신의 일상적인 생활환경이 향상되었다고 생각하는 아프리카인일수록 그렇지 않다고 생각하는 이들보다 더 여당 투표 의향이 강했음을 발견할 수 있다.

What is the most important factor ordinary Africans consider when they vote for their favorite party or candidate at polling stations? Using Afrobarometer survey data collected from 16 sub-Saharan African countries, this study explores the patterns of Africans voting behavior. Since early 1990s, more than 40 countries have experienced a democratic transition and many of them still have been regularly holding free and fair multi-party elections. Election is one of the most critical components of democracy and it is the mechanism for citizens to achieve accountability and representation in democratic political systems. This study finds that African citizens emphasize both ethnic voting (representation) and economic voting (accountability) at polling stations. Africans who share the same ethnic group with the chief executive are more likely to vote for the ruling party than those who dont. In addition, Africans who think that their living conditions have improved for last 12 months are more likely to vote for the ruling party.
