안보 대 자유논쟁과 애국자게임: 미국의 종합정보인식 프로젝트 연구*

Abstract

이 논문은 미국 역사상 여러 차례 등장했던 안보와 자유 가치 사이의 대립구도가 종합정보인식(TIA)이라는 특수한 사례 속에서 어떻게 재현되었는가의 문제의식에서 출발한다. 지난 200여 년 이상 미국정치에서 안보와 자유라는 양대 가치 사이의 정치적 긴장구도가 계속되어오던 와중에 9․11 이후 새로운 대(對)테러 종합정보인식(TIA) 프로젝트가 추진되던 중 무산된 역사적 경험은 그 자체로서 오늘날 미국정치에 내재되어 있는 본질적인 갈등구조를 잘 드러내주고 있다. 특히 정보통신기술이 발전하면서 미디어와 정보처리 시스템이 정부의 감시체계를 강화할 수 있다는 우려가 TIA 설립을 둘러싼 논쟁 속에서 어김없이 반복되었다. 이런 맥락에서 TIA 설립을 둘러싼 미국 내의 정치적 갈등은 오랜 기간 정치적 전통 속에서 불안정한 균형을 유지해온 국가안보 대 자유라는 양대 기조 사이에서 어떻게 균형을 유지할 것인가 하는 문제와 관련하여 중요한 의미를 갖는다. 이러한 문제의식 아래 이 논문에서는 미 행정부에 의해 수행되어온 적극적인 위기대응체제, 즉 애국자게임의 맥락 속에서 TIA 사례가 왜, 그리고 어떤 식으로 진행되었는가를 소개하고, 그것이 미국의 법과 기술, 그리고 정부의 역할에 있어 어떤 정치적 의미를 갖는가를 분석하고자 한다.

This paper starts from the puzzle of how the tension between the value of national security and civic freedom in the history of the United States was implemented in the special case of the establishment of the Total Information Awareness (TIA). This case of a failed project of the TIA resembles many other cases of the controversy between security and liberty throughout American politics. This has another implication in the period of technological improvements which has encouraged more worries about the possibility of utilizing information technologies as a means of public monitoring and surveillance. As such, the case of failed TIA is significant in the history balanced upon the unstable tension between national security and democracy in the United States. The paper introduces the details of the motivations, processes, and debates of the TIA and analyzes its implications in terms of law, technology, and the role of government.
