FTA 서비스 ․ 투자협정의 교통정책에 대한 영향분석: 우버서비스를 중심으로

Abstract

본 논문은 공유경제의 핵심이자 택시운송서비스에 새로운 패러다임으로 부각되고 있는 우버서비스에 대한 우리나라, 미국, EU의 정책방향, 한-미 FTA, 한-EU FTA 등 기(旣)체결 FTA의 서비스‧투자챕터 분석, 전자상거래챕터 분석 등을 통해 우버서비스에 대한 미국, EU의 국내정책과 향후 통상정책 방향을 살펴보고, 이를 통해 형성되는 신(新)통상규범이 우리나라에서 추진하고 있는 우버서비스 관련 국내정책에 어떠한 영향을 미칠 수 있는지 그 영향을 분석하였다. 이를 통해, 일견 상호 관련이 없이 각국의 정책재량에 따라 추진되는 것처럼 보이는 각국의 우버서비스 관련 국내교통정책이 미국, EU 등 통상규범의 형성을 주도하는 국가의 국내정책과 이를 기반으로 구체화된 국제규범에 따라 어떻게 영향을 받게 되는지를 이 연구를 통해 살펴보았다.

The main purpose of this study is to analyze the effect of FTA Services and Investments chapters and new trade rules, which will be formed by new transportation services such as Uber services, on domestic transportation policies. In order to scrutinize thoroughly, this study will closely take a look at major countries' transportation policies on Uber services, Services and Investments chapters of Korea-US FTA and Korea-EU FTA and trade standard on e-commerce. Through this analysis, this study looks into how domestic policies which seem to be implemented by each government with discretion are affected by new trade rules formed by domestic policies of major countries such as the U.S. or EU.
