Abstract
합리성은 핵심적인 행정이념이다. 행정을 합리화하는 것은 자연스런 일이라 하겠다. 일반적으로 합리화는 문제해결능력을 향상시키는 것을 말한다. 그러나 그것은 동시에 긍정적인 효과뿐만 아니라 부정적인 효과를 가져온다. 이러한 현상을 합리화의 역설이라 한다. 관료제는 행정 합리화의 조직적 토대이다. 막스 베버(Max Weber)는 관료제의 기술적 우월성을 인식하였으며, 동시에 그것이 인간의 자유와 민주주의에 미칠 부정적 효과에 대해 염려하였다. 베버가 비관적으로 전망하였던 관료제의 합리화 역설은 오늘날 더욱 심각하게 성찰되어야 한다. 우리가 살고 있는 위험사회가 합리화의 역설에서 귀인하는 것이기 때문이다. 따라서 이 논문은 먼저 관료제의 합리화 역설에 대한 베버의 고전적이고 예언적인 논의를 살펴본다. 다음으로 울리히 벡(Ulich Beck)의 위험사회론을 토대로 관료제의 합리화 역설에 관한 논의를 심화한다. 관료제의 문제해결능력을 향상시키는 적극적 합리화와 관료제의 실패를 정당화하는 방어적 합리화가 감시사회를 불러올 가능성을 검토한다. 그리고 마지막으로는 관료제의 합리화 역설에 대한 논의들이 갖는 행정적 의미를 논의한다.
Rationality is a key principle of public administration. It is only natural to rationalize public administration. Generally, rationalization refers to improving problem-solving capacity. However, it brings positive and negative results at the same time. This phenomenon is called the paradox of rationalization. Bureaucracy is an organizational base for the rationalization of public administration. Max Weber acknowledged the technical superiority of bureaucracy, but at the same time worried about its negative effects on human freedom and democracy. Today the paradox of the rationalization of bureaucracy that Weber pessimistically looked to should be reflected more seriously because the contemporary risky society paradox of rationalization is generally attributed to the paradox of rationalization. Therefore, this article firstly examines Weber's classical and prophetic discourse on the paradox of rationalization of bureaucracy. Secondly, this article deepens the discourse on the paradox of rationalization of bureaucracy based on Ulich Beck's theory of risky society and examines how to turn risky society into a surveillance society through positive and offensive rationalization. Finally, this article discusses some implications of discourses on the paradox of rationalization of bureaucracy for public administration.
