원전 관련 신문 사설의 담론 네트워크 분석: 후쿠시마 사고 전후의 비교

Abstract

본 연구는 후쿠시마 사고 이후 우리 사회에서 원전을 둘러싼 담론이 어떤 변화를 보였는가를 신문 사설의 담론 네트워크를 예로 들어서 분석하였다. 2008년부터 2015년까지 6개 일간지 사 설의 주요 진술문을 진단 프레임과 처방 프레임으로 구분하고 또한 진단 프레임은 원전을 둘러싼 상황에 관한 프레임, 원전 자체의 특성에 관한 프레임으로, 처방 프레임은 원전에 대한 찬반 정책을 제시하는 핵심적 처방 프레임과 2차적 처방 프레임으로 구분하였다. 신문 사설에서 원전 관련 프레임의 공출현 빈도에 근거하여 담론 네트워크를 도출하고 네트워크의 주요 특징을 후쿠시마 원전 사고 전후로 구분하여 분석하였다. 또한 담론 네트워크에서 원전 찬성 담론과 반대 담론의 중심적 역할을 하는 프레임을 찾아내고, 찬성 담론과 반대 담론이 원전 문제의 진단이나 처방에서 어떤 차이점을 갖는가를 분석하였다. 담론 네트워크의 중심성 지표에 의하면 후쿠시마 원전사고 이후 원전 반대 프레임의 비중이 찬성 프레임을 압도하였다. 또한 진단 프레임 중에서 원전의 안전성 문제는 사고 이전에는 중요하게 논의되지 않았지만, 사고 이후 원전 반대 담론의 가장 중요한 진단 프레임으로 제시되었다.또한 원전 찬성과 반대 담론은 신재생에너지의 대안에너지로서의 가능성, 원전의 경제성 논의에서 서로 상반된 진단을 제시하고 있는 것으로 나타났다.

The Fukushima nuclear accident changed the perception of nuclear power in Korea. This study applies a discourse network analysis to explore changes in media discourse on nuclear power after the Fukushima accident. The editorials of six newspapers are analysed for the period of 2008 to 2015. Core frames of pro- or anti-nuclear energy statements in the editorials are grouped into diagnostic frames and prognostic frames. Discourse networks of core frames in the editorials are built on the basis of co-occurrence of frames in an editorial. This study investigates changes in the discourse network structures between the pre- and post-Fukushima eras by examining the sociograms and the degree centrality of the networks. In addition, it also examines the network structures of the pro-nuclear power and anti-nuclear power discourses, for example, asking what the main diagnostic frames for the pro- or anti-nuclear power statement are.
