Amartya Sen의 토대역량 접근과 교육개발협력에의 적용 가능성 탐색

Abstract

본 논문은 Amartya Sen의 토대역량 접근이 더 나은 삶에 대한 발전의 개념을 어떻게 확장하였는가에 대한 논의와 그의 대안적 접근이 교육의 관점으로 어떻게 해석될 수 있는지 논의한다. 교육개발협력에서 발전의 개념은 국가의 경제적 생산력과 개인의 소득에 필요 이상의 강조를 부여하고 있으며, 주요한 평가지표들이 경제적 재화와 효용성에 초점을 맞추고 있다는 비판을 받고 있다. Sen이 지적한 바와 같이 재화와 효용을 통한 발전에 대한 평가는 실제 삶의 다양한 환경과 맥락을 담아내지 못하고, 편협한 해석만을 허용한다. 같은 이유로 개발협력에서 교육의 역할은 경제적 보상을 높이기 위한 도구적 수단으로서의 의미로 그 역할과 의미가 축소되었다. Sen의 토대역량 접근은 개인이 가치있게 여기는 삶에 대한 적극적인 선택의 자유를 확대하는 과정으로서의 발전을 추구하며 그 안에서 우리는 교육의 역할과 의미를 도출해내고자 한다. 본고는 교육의 관점으로 Sen의 토대역량을 해석하고, 이후 토대역량 접근의 교육개발협력에의 적용 가능성을 탐색한다.

This paper explains Amartya Sens Capability Approach with educational perspectives to draw philosophical implications for better understanding of well-being and the role of education in human development. Some educators have criticized how development has been measured with heavy emphasis of economic values and fail to contain diverse aspects and dynamics of human life. In this paper, the role of education in Sens Capability Approach is explained through key concepts of the capability approach and the implications of the Approach is discussed in relation to the field of education development cooperation.
