행정학 학문 위기의 기원: 존재와 인식의 부조화

Abstract

학문이란 어떤 대상에 대해 체계적인 앎을 얻을 때 형성된다. 알고자 하는 대상이 있고, 적절한 연구의 방법과 연구내용을 서술할 언어가 있고, 연구 능력을 가진 연구자가 있다면 지식의 탐구가 가능하다. 학문의 발전을 위해서는 대상을 연구하기에 적합한 연구의 방법이 요구된다. 연구를 시작하는 단계에서는 대상에 대한 지식이 부족하다. 대상에 대해 잘 알지 못하니 적절한 연구의 방법을 선택하는 데도 어려움이 발생한다. 대상현상이 매우 다차원적인 현상으로 구성되어 있을 때도 대상에 맞는 연구의 방법을 수립하는 것이 쉽지 않을 수 있다. 존재와 인식의 부조화 문제가 발생하고, 학문은 위기에 처할 수 있다. 행정 현상이 존재하는 방식에는 지식의 획득 즉 인식을 어렵게 하는 요소들이 이미 내재되어 있다. 첫째, 행정 현상의 발생은 그것에 대한 사람들의 인식과 결합되어 있다. 현상이 이와 같은 방식으로 발생할 때 연구자는 대상현상을 직접 관찰할 수 없는 이중해석의 문제에 직면한다. 실증의 형식을 취하지만, 연구자의 사상과 이론을 배경으로 하는 하나의 해석에 불과하다. 둘째, 행정현상은 자기참조적인 방식으로 정당화되는 현상이다. 이런 이유로 매우 강한 사회성과 역사성을 보인다. 즉 사회마다 다른 양상의 행정이 나타난다. 서로 다른 행정에 대해 공통의 원인을 찾으려면 그만큼 연구의 범위와 깊이를 더해야 한다. 초학문성을 요구하지만 이는 학문적 정체성에 약화시킬 수 있다. 셋째, 행정은 과학이라기보다는 기술 또는 예술에 가깝다. 관련 당사자들이 얼마든지 창조적으로 문제를 해석하고 새로운 해법을 모색하는 것이 가능하다. 인과적인 설명의 틀로는 설명하기 어렵다. 존재론적 특성은 적절한 연구의 태도와 연구 방법의 채택을 어렵게 했다. 첫째, 행정연구자들은 서로 다르게 전개되고 있는 행정에 대해 공통의 규칙, 공통의 본질을 찾는 노력을 충분히 전개하지 못했다. 둘째, 본질을 파고드는 대신 하나의 사례에 불과한 미국의 행정학을 옮겨놓고 보편이론의 옷을 입히고자 했다. 셋째, 실증주의적 연구방법에 크게 의지하면서 기술적 측면과 창조성으로 인한 차이를 서술하지 못하고 있다. 행정현상의 존재원리와 인식 방법 간의 부조화가 학문 위기의 근원이다. A discipline is built when systematic knowledge is acquired regarding a certain subject. It is possible to conduct study and to build systematic knowledge when there is something to be known, a credible research method, a language to study and describe the matter, and a competent researcher. The right choice of research method is also required. However, a lack of knowledge and ontological complexities of the subject matter hinder the selection of an adequate and correct research method. Many epistemological barriers arise due to public administrations mode of being. First, the birth and evolution of public administration is locked with the thoughts of the people about public administration. As a result of this ontological uniqueness, researchers cannot observe research phenomena directly as with natural phenomena. Outcomes cannot go beyond the boundaries of human interpretation even if positivist research formulations are employed. Competitive interpretations are always possible and there are no criteria for judging which ones are correct and better. Second, administration is a phenomenon that is justified in a self-referential manner. There is no objective ground for justifying a certain type of administration. Strong social and historical relativity is inevitable. Different societies form different modes of administration. Wide and deep digging and even trans-disciplinary approaches are required of researchers in order to find common causes and develop a theoretical knowledge. Third, administration is closer to a skill and an art than to a science. Creative problem solving is possible though causal explanations cannot be the proper way to explain creative human decisions. These ontological features of public administration have caused significant difficulties in the selection of proper research methods. Researchers have not been successful at finding common factors for diverse types of administration. Instead of exploring essential common causes, Korean researchers have imported the American study of public administration. A study of one nations case cannot have the theoretical power to explain numerous other cases. Human skill and creative power are excluded from the research scope by depending on a positivist-centered research method. The dissonance between ontology and epistemology is the source of the crisis of the study of public administration in Korea.
