한·중·일 3국의 외국인 유학생 유치 정책 비교 연구

Abstract

본 연구는 한국, 중국, 일본 3국의 외국인 유학생 유치 현황을 살펴보고 정책의 특징을 종합적으로 비교함으로써, 우리나라 유학생 정책에 관한 시사점을 도출하고 학술적 이해의 지평을 넓히고자 하였다. 최근 들어 세계 대학 간 교류가 급격히 확대되고 있으며, 외국인 유학생은 글로벌 교육협력의 핵심으로 주목받음에 따라, 한·중·일 3국 또한 적극적인 유학생 유치 정책을 추진해오고 있다. 이에 따라, 본 연구는 3국의 외국인 유학생 유치 정책이 전개된 과정과 유치 현황, 정책의 추진 배경 및 목적, 방안 등을 비교하였다. 분석 결과, 한·중·일 3국은 공통적으로 외국인 유학생 규모의 양적 성장을 이루어 냈지만, 유학생 출신국가 쏠림, 인문계열 편중 등의 문제가 있었고, 언어 문제로 파생된 취업 연계 문제가 정책적 과제로 제기되고 있었다. 한국의 경우 석·박사 고급인력과 응용과학 분야에서의 유학생 유치를 성과로 볼 수 있지만, 유학생 양적 확대에 따른 질 관리 문제는 여전히 지적되고 있다. 따라서 유학생 교육의 질적 향상을 바탕으로 유학생 유치 경쟁력을 강화할 수 있도록 정책의 우선순위를 조정하고, 중국과 일본의 사례를 참고함과 동시에 우리의 강점을 바탕으로 유학생 유치 정책의 차별화가 요구된다. 또한, 유학생 정책의 효과에 관한 실증적인 연구, 질 관리를 위한 평가 지표의 보완, 그리고 대학 차원의 노력이 함께 병행될 필요가 있다.

This study aims to identify the current status of attracting international students, which is receiving a lot of attention as the heart of the global educational cooperation in these days of intensifying exchange between worldwide universities in line with the era of global education, look at the relevant policies in the order of Korea, China, and Japan, and make a comparative study on the three countries' status. To achieve this, it looks at the development process of international students attraction policies of Korea, China, and Japan, respectively and the current status of attracting international students and the outcomes and limitations of international students attraction for each country, and elaborates the theoretical outline for international students attraction policy in Korea to widen the horizon of understanding. It also looks at the purpose and plan of international students attraction policies in Korea, China, and Japan, the current status with number of international students, their country of origin, major, and degree course classified, and outcomes and limitations comprehensively, discusses the issue(s) in dispute, and draw suggestions. This study is expected to be helpful for activating more educational cooperation including international students exchange between Korea, China, and Japan. Furthermore, it expects that our country's educational policy and each country's educational policy can flow organically and consistently within the framework of global education.
