지방자치단체 특성이 지역 자살률에 미치는 영향: 민선 5기 기초자치단체들을 중심으로

Abstract

본 연구는 한국의 자살건수 증가 현상을 정책적 관점에서 바라보아야 할 사회 문제로 간주해 자살예방사업의 시행상 가장 민첩하게 정책을 집행할 수 있으리라 기대되는 기초자치단체의 정책적 노력이 더해지면 타 지역 대비 해당 지역의 평균 자살률이 저하되는지 살펴본 탐색적 연구다. 논의에 앞서 선행연구 정리를 통해 자살 현상에 대한 다양한 관점을 확인하고 지역별 자살률 차이에 영향을 미치는 요인을 파악하였다. 이후 분석을 위해 민선 5기 기초자치단체들의 자살 관련 조례 및 행정적 현황을 살펴본 후 지역의 각종 행정적 요인들이 해당 지역 자살률에 영향을 미치는지 파악하기 위한 분석을 실시하였다. 그 결과 분석 상 한계가 존재하나 기초자치단체의 재정자주도 및 1인당사회복지비의 크기 등이 지역 평균 자살률 저하에 긍정적으로 유의미한 영향 을 미치는 것으로 확인되었다. 즉 조례 제정만으로는 자살예방 효과를 거두기 어려울 수 있으며 다른 요인들과 더불어 기초자치단체의 자살예방 관련 정책적 노력과 역량 또한 다각도에서 개선될 필요가 있다고 파악되었다. This study aims to identify whether the local suicide rate in South Korea is affected by the local governments financial condition or policy interventions for suicide prevention. It focuses more on the role of the local government than that of the central government since it deems that each local government can implement any policy measures that can immediately affect the residents. It examines the structural relation between the local suicide rate and several policy interventions for suicide prevention in addition to the local financial condition that can enhance local welfare by discussing the literature regarding the factors affecting the suicide rate. The results indicate that the rate of financial autonomy and the per capita expenditure on social welfare are significantly associated with the local suicide rate while ordinances for suicide prevention and community mental health centers are not, although it is restricted to discussing the period of the fifth local elections. According to the analysis and further discussion of the contents of local ordinances, local suicide prevention measures still have more room to be developed on the local level.
