양극화 시대의 형성기 가족을 위한 정책 방안

Abstract

우리 사회는 저출산∙고령화 문제가 심각한데, 이는 형성기 가족의

사회 양극화 문제를 해결하는 것과 동떨어진 문제가 아니다. 부모의 지

원여부에 따라 형성기 가족의 삶의 질과 자녀출산 및 양육이 크게 달라

지는 현상이 나타나고 있기 때문이다. 사적 지원체제에 의존하기보다는

국가의 공적 지원을 정책적으로 강구하는 것이 형성기 가족의 사회적

연착륙을 돕고 나아가서는 저출산∙고령화 현상에 대한 예방적 대응책

이라고 주장한다.

Korean society is nowadays confronted with the social problem of the lowest fertility

rate in the world and a rapidly aging population. This study addresses that the social

dichotomization among the emerging families should be closely associated with the

problem of low fertility and aging trend, on the ground that the life quality and the

childbirth of the new couples depends upon the amount of financial support from their

parents. Therefore, it proposes that instead of private resources an integrated state policy

for the emerging families should help their soft-landing in a preventive way.
