Comparing United States and China's Foreign Aid in Africa: The Case Study of Kenya : 미국과 중국의 아프리카 대외원조정책 비교: 케냐의 사례를 중심으로

dc.description.abstract미국과 종국의 대외원조 중 가장 많은 부분을 차지하고 있는국가는 아피리카로 동일하지만, 두 국가가 지원하는 개발 과제와 우선순위에 있어서는 큰 차이점을 보인다. 본 연구는 미국과 중국의 아프리카 대외원조정책의 종류, 범위, 중재를 본석하고 비교하였다. 케냐의 사례연구를 통해 미국과 중국의 대외원조방법과 두 공여국 간의 관계를 분석하고자 한다. 미국의 원조는 대부분 케냐의 보건의료분야에 이루어지고 있는 반면, 중국은 기반시설개발에 가장 많은 원조를 지원하고 있다. 두 국가의 각기 다른 대외원조과제로 인해 케냐는 보건의료 및 기반시설본야에 지원을 받게 되었고, 예상치 못하게 국가의 발전이 향상되었다. 이와 유사한 상황은 아프리카 전체에 나타난다. 대외원조의 지역을 비교하면, 미국은 동아프리카에 초점을 두는 반면, 중국은 서아프리카와 남아프리카에 초점을 맞추가 있다. 또한 미국은 원조의 본야에 있어서 보건의료와 민주주의에 우선순위를 두고 있지만, 중국은 기반시설개발에 중점을 둗다. 각기 다른 대외원조정책으로 인해 보다 많은 국가로부터 다양한 분야에 원조를 받게 되면서 아프리카 전반에 푹넓은 개발이 이루어지고 있다. 연구는 미국과 중국을 향한 세계의 여론이 어떠한지를 살펴보고 끝을 맻고자 한다. 두 국가는 아프리카에서 호평을 받았으며, 아프리카는 미국과 중국의 원조를지지하였다.-
dc.description.abstractThe United States and China allocate the most amount of their foreign aid to Africa, but with vastly different agendas and priorities for development. This paper explores and compares the nature, scope and implementation of United States and Chinese foreign aid policies in Africa. It seeks to analyze the two donor countries methods of foreign assistance and the relationship between the United States and Chinese foreign aid, using Kenya as a case study. The United States distributes most of its ODA to Kenyas health sector while China invests mostly in infrastructure development. Since the United States prioritizes health, there is less attention on developing infrastructure. However, China finds infrastructure crucial to development and focuses most of its foreign aid in this area. Kenya, thus, sees both its health and infrastructure sectors receive assistance, and a broader spectrum of development takes place.
The same pattern is reflected in Africa as whole. The United States prioritizes health and democracy while China seeks infrastructure development. The United States tends to focus on East Africa while China centers on West and South African countries. Due to these different foreign aid policies, a broader range of development is covered across Africa since more countries and sectors are able to receive aid. Although the United States and China work independently, when their efforts are put together, they cover a wider area of need. Their different interests and agendas allow for more countries in Africa to receive foreign aid, ideally helping more people.
The unintended complementary relationship between the United States and Chinas presence in Africa is based on the different goals behind their respective foreign aid policies. The United States centers its foreign aid policies on democracy building, poverty reduction and national security. These aspects shape U.S. ODA to focus on education, health and governance. As for China, its foreign aid policies are more commercially based seeking mutual economic development with recipient countries, and access to natural resources and markets. These objectives shape Chinas foreign aid to center on economic, social and public infrastructure. These differences can be attributed to the unintended complementarity occurring in Africa. Furthermore, the report ends with a survey on the global perception of the United States and China. Both countries were well received in Africa supporting their presence in the region.
