지속가능한 삶으로서의 활동 - 서울시청년일자리허브와 청년 활동가의 실천 연구

Abstract

본 연구는 최근 등장한 활동하는 청년들을 주목함으로써 한국 청년세대의 삶을 둘러싼 실존적 긴장을 이해하는 것을 목적으로 한다. 구체적으로는 90년대 이후 항상 타자화-배제의 대상이거나 주체화-호명의 대상이었던 청년들에게서 현재 발견되는 새로운 삶의 방식으로서의 활동이 어떻게 담론적·제도적·실천적 차원에서 구성되고 있는지 규명하고자 하였다. 이를 위해 문헌분석과 심층면접을 수행하여 청년이 표상되어온 방식과 활동 개념의 관련성, 청년을 관리하는 제도로서 서울시청년일자리허브(이하 청년허브)의 특수성, 청년 당사자가 지니는 실천적 지향성을 검토하였다. 먼저 담론적 차원에서 활동은 정치적 운동 주체로서의 청년상이 몰락하고 문제적 노동인구로서의 청년상이 대두되면서 청년세대가 처하게 된 이중적 위기를 토대로 등장했다. 청년이라는 기표는 단순한 연령코호트가 아니라 진보, 혁신, 창조와 같은 상징들을 수반해 왔다. 4·19혁명과 80년대 민주화투쟁이라는 한국의 역사적 사건 속에서 공고화되었던 청년의 원형적 상징은, 2000년대 후반 이후 88만원세대론을 위시하여 청년의 열악한 경제적 조건을 다루는 담론의 폭발로 대체되었다. 이러한 맥락 속에서 청년 활동은 사회적인 의미를 지닌다고 간주되면서도 경제적 생존이 가능한 삶의 방식을 포괄하는 개념으로 제시되었고, 변혁적인 정치-운동의 주체로서도, 정상적인 경제-노동의 주체로서도 실패한 것처럼 보였던 청년은 사회-활동의 의미론을 통해 이중적 위기를 극복하는 주체로 재등장하였다. 활동이라는 대안적 삶의 방식은 서울시의 경우 시민운동가 박원순의 시장 당선 이후 변화된 청년대책과 청년관리장치로서의 청년허브의 작동에 의해 구체화·확산되었다. 2012년 이후 서울시는 창조적 노동력으로서의 청년 예비기업가를 일방적으로 요구하는 대신, 청년 참여적 시정개혁을 기반으로 하여 당사자가 중심이 되는 청년대책을 지향하기 시작한다. 이 과정에서 2013년 설립된 청년허브는 공식적으로는 청년일자리 시책을 담당하기 위한 민간위탁기관이지만, 실제로는 일자리 문제를 넘어 청년들의 사회적 활동과 자발적 공동체를 지원하고 청년 개개인을 적극적 시민이자 혁신적 활동가로 양성하는 공간으로 작동한다. 이곳에서 일어나는 청년의 주체화 기획은 공공적이고 자발적이면서도 지속가능한 활동이라는 이상적인 삶의 형태를 구체화하고 인적·물적 자원을 통해 확산시킴으로써 가능했다. 청년허브에서 제도적 지원을 받은 활동의 당사자들은 담론적 재현과 제도적 주체화의 논리를 일부 투영하면서도, 이로는 해소될 수 없는 현장에서의 긴장을 보여주었다. 이들은 이질적인 계기와 문제의식을 지니고 있는 동시에, 시스템 변혁의 불가능성을 인지하고 문화적 변화를 추구하고자 하는 실천적 지향에서 유사성을 가진다. 일부 면담자들은 활동을 일자리에 근접한 형태로 구현하고 있었으며, 이 과정에서 규범적 성인기 이행을 거부하고 생애설계를 재조직하려는 실험을 보여주었다. 이들은 그 대가로 사회적 인정투쟁에서의 열위와 경제적 조건의 불안을 감당하고 있으나, 삶의 진정한 의미를 획득하고자 하는 성찰적 투쟁 속에서 활동을 지속한다. 이들에게 활동은 객관적으로 불안한 조건 위에서도 지속가능한 삶과 집합적 미래를 주관적으로 꿈꾸게 허락하는 유일한 생존 전략으로서 선택된다. 본 연구는 현재 진행되고 있는 동시대적 연구대상을 다루는 데에서 발생하는 난점과 질적 연구가 수반하는 필연적인 한계를 지니고 있으나, 청년이라는 집단을 일반화하려는 사회적 기획들을 넘어 특정한 시공간에서 만들어지는 특정한 유형의 청년들을 주시하고자 하였다. 개념적으로 활동은 경제적 노동도 정치적 운동도 아니지만, 노동의 영역에서 상실된 의미와 운동의 영역에서 상실된 지속가능성을 함께 복권하려는 혼종적 실천이다. 서울시의 경우 이는 주체화-시키기로서의 통치성 기획과 주체-되기로서의 성찰성 기획이 맞물리며 긴장을 빚어내는 장에서 이루어지고 있다. 활동하는 청년들의 삶을 지배하는 이 딜레마는 어떻게 해소될 수 있으며, 그 전망은 어떠한가? 본 연구는 이론적이고 실천적인 맥락에서 이러한 논의가 가능한 공간을 열어내고자 하였다.

This study aims to understand existential tension surrounding lives of Korean youth generation by focusing on youth activity. It investigates how youth activity as a new way of life is beingconstituted from discursive, institutional and practical dimensions. By discourse analysis and in-depth interview, I examined representations of youth generation, Seoul Youth Hub as youth managing institution and practical orientation of youth activists. Chapter Ⅱ discusses the discursive moment of youth activity, arguing that the concept of activity has appeared on a double crisis of youth caused by the fall of youth representation as subjects of political movement and the rise of youth representation as problematized workforce. Youth activity, suggested as a way of life ensuring both economic survival and social influence, has been interpellating new subjects of youth overcoming political and economic failure. Chapter Ⅲ focuses on the institutional moment by explaining the role of Seoul Youth Hub in materializing and diffusing youth activity as an alternative lifestyle. After the election of civic activist Park, Won Soon as the mayor, Seoul has been promoting youth participation in proposing and performing its youth policy. Seoul Youth Hub, established in 2013 by suggestion from civic activists and youth themselves, is formally designed as an institution managing youth job policies. However, in actuality it is operating as an open space for youth supporting their social activities and voluntary communities, while educating youth individuals as active citizens and innovative activists. The subjectification project of youth in Seoul Youth Hub was made possible by materializing an ideal way of life called activity, that is at the same time socially meaningful, voluntary and economically sustainable. Chapter Ⅳ demonstrates how youth activists from Seoul Youth Hub partially reflect the logic of discursive representation and institutional subjectification, but also express unsolvable tension of the actual site. They were heterogeneous individuals having different reasons for beginning activity and different focus of social issues. Nevertheless, they had similar practical orientation―being aware of the impossibility of systemic revolution and therefore pursuing cultural change. Youth activists who were realizing activity as their job showed a rejection toward normative transition to adulthood and an experiment to reorganize their life plans. Even though they were bearing social recognition struggle and unstable economic condition, they tried to sustain their activities in reflexive struggle to discover authentic meanings of life. Youth activity is chosen as an only strategy of survival for those who dream of sustaining socially-individually meaningful life in todays Korean society. Though it has its limits occuring from dealing with ongoing case and using qualitative methods, this study tried to observe a specific type of youth made in specific time and space―youth activity―to overcome social projects that seek to generalize and evaluate this heterogeneous group. Conceptually, youth activity is a hybrid practice to recover lost meanings in economic labor and lost sustainability in political movement. In Seoul city in particular, it is taking place in dilemmatic field of governmentality project of institution and reflexivity project of subject. How can we interpret this dilemmatic way of life that youth activists choose, and how bright is their prospect? This study attempted to open up a space to discuss these new problems of youth in theoretical and practical context.
