사회투자가족의 위기: 세계화, 가족문화, 학력투쟁

Abstract

이 논문은 한국의 대외 종속적 근대화와 세계화의 과정에서 교육이 핵심적 사회

동원 및 통합의 기제로 자리잡게 되고 이에 대응해 한국인들이 가족 단위의 교육 투

자 및 경쟁에 치열하게 임해 온 현상을사회투자가족(social investment family)

이라는 개념을 사용해 해석하고자 한다. 사회투자가족은 영국 총리 토니 블레어의

이념적 스승으로 불리는 앤서니 기든스가 사회민주주의의 재확립을 위한 핵심 전략

으로서 제시한사회투자국가(social investment state)에 대비되는 개념으로서,

경제∙사회 발전을 위한 지적 기반을 갖추는데 사적 가족의 적극적인 교육투자가 핵

심적 역할을 했음을 지적하기 위한 것이다. 이 글의 내용은 다음과 같다, 첫째, 기든

스가 제시한 사회투자국가에 대해 간략히 살펴보고 이에 대비해 사회투자가족의 개

념을 한국적 맥락에서 설명했다. 둘째, 한국인들의 개별 가족이 경제적, 사회적, 문

화적 나아가 정치적 성취와 관련해 교육의 핵심적 중요성을 인식하게 되는 역사적

및 사회적 맥락에 대해 설명했다. 셋째, 한국 가족들의 적극적 교육 투자 및 경쟁 행

위를 둘러싸고 나타나는 한국사회의 몇 가지 특징을 지적했다. 마지막으로, 최근의

신자유주의 세계화가 초래한 경제위기 및 이에 대응한 개혁이 한편으로 사회투자가

족의 지속가능성을 심각하게 위협하면서도 다른 한편으로 사회투자가족의 강화를

요구하고 있음을 설명했다. South Koreans are well known for their educational enthusiasm. Many observers of

South Korea rightly acknowledge that education has been a key factor for rapid economic

development, democratization, etc. An interesting aspect of the South Korean educational

fervor is the heavy public dependence on private educational investment. In this society,

private families have spent on education at one of the highest levels in the world, whereas

the state has invested in education at a level that even worries the United Nations as a

human rights issue. I will address this matter by introducing the concept of the social

investment family, as opposed to the social investment state which is proposed by Anthony

Giddens (1998) as a core scheme for the renewal of social democracy. In the following, the

concept of the social investment family will be brought in and compared with the social

investment state as defined by Anthony Giddens. Then I will discuss the historical and

social context in which private families came to recognize the prime importance of

education in their economic, social, cultural, and even political advancement. I will next

appraise the recent economic crisis and the neo-liberal reform to cope with it as

fundamental threats to the sustainability of the social investment family. Finally, Kim Dae-

Jungs self-contradictory position as both neo-liberal reformer and education president

will be appraised against the widespread public sense of educational crisis.
