노무부문의 역할과 노사관계: 탐색적 연구

Abstract

본 논문은 우리나라 사업장을 대상으로 노무(관리)부문이 수행하는 역할 및 역량이 노사관계에 미치는 영향에 대해서 연구하였다. 특히 인사관리부문의 하위영역으로 고려되어 선행연구에서 거의 다루지 않았으며 개념적으로 정립되지 않은 노무부문의 역할 및 역량을 도출하기 위하여 몇몇 기업에 대해서 사례조사를 수행하였으며, 이를 토대로 우리나라 사업장의 노무부문 역할 및 역량 요인을 도출한 후 노사관계와의 관계를 탐색하였다. 실증분석을 위해서 한국노동연구원이 2008년에 실시한노무관리부문의 역할 및 역량 실태조사 자료를 사용하였으며, 최종 연구표본은 100인 이상의 근로자를 보유한 291개의 사업장이었다. 분석결과, 노무부문의 역할은 아직 전략적인 역할을 수행한다고 보기는 어려운 것으로 나타났다. 또한 노무부문의 역할은 협력적 노사관계 및 원만한 임금단체협상 체결 등과 정(+)의 관계가 있는 것으로 나타났고, 노무부문의 역량도 전체적으로는 협력적 노사관계와 정(+)의 관계가 있는 것으로 나타났다. 그러나 노무부문의 일부역량은 협력적 노사관계 및 원만한 임금단체협상 체결과 부(-)의 관계가 나타났다. 이러한 연구결과를 바탕으로 연구의 의의,한계 및 추후연구과제에 대해서도 논의하였다.

This study explored the impact of labor management function's role and competency on industrial relations using 291 firms in South Korea. We extracted factors of labor management function's role and competency based on field studies, and then explored the relationships among them, and industrial relations.

Result of study showed that labor management function's role in South Korea firms was not strategic role, but administrative role. Results of study also indicated that labor management function's role was positively related to cooperative industrial relations and amicable collective bargaining, and that labor management function's competency was overall positively related to cooperative industrial relations. But a part of labor management function's competency was negatively related to cooperative industrial relations and amicable collective bargaining. Implications, limitations, and future research directions were also discussed.
