307개편안의 정책과정 분석: 정책네트워크, 행위전략체제이론의 적용

Abstract

군의 지휘구조에 관한 연구는 변화하는 군의 전략과 지휘체계와 관련되어 있으며, 국방정책에서 매우 중요한 분야이다. 지휘구조는 전략, 지휘체제, 법률, 군 전력 등과 관련이 되어 있어서 종합적인 이해 없이는 분석이 제한되는 영역이기도 하다. 이 연구는 정책네트워크모형을 기반으로 행위전략체제이론의 분석법을 적용하여 이명박 정부에서 추진했던 군 지휘구조 개편안(307개편안)을 중심으로 주요 행위자의 전략을 분석하고, 정책과정을 분석하였다. 307개편안은 국회 소관 상임위원회인 국방위원회의 심의를 통과하지 못하고, 최종 정책형성과 집행에 실패하였다. 분석결과에 따른 주요 원인은 국회의 반대, 해군과 공군을 중심으로 한 예비역의 반대, 환경요인의 존재로 나타났다. 군 지휘구조는 한국 군의 전략변화, 내/외부 환경변화에 따라서 지속적으로 보완 및 발전되어야 하므로 향후 국방개혁의 주요 안건으로 논의될 것이다. 전략과 환경요인을 반영한 구조의 형성, 그리고 이를 정책화하는 과정의 합리성을 확보하여, 지휘구조에 대한 논의가 효과적으로 이뤄질 필요가 있다.

The study of the military command structure is related to changing military strategy and the command system and is a very important field in defense policy. Analysis is also restricted without comprehensive understanding because command structure is related to strategy, the command system, the law, military power, etc. This study analyzed the strategies of the major actors and analyzed the policy process focusing on revision of the military command structure (the 307 reorganization plan) implemented by the Lee Myungbak Administration. The method of analysis is behavior-strategy theory based on the policy network model. The 307 reorganization plan was not formed as a policy and was abandoned. The main reasons were the opposition of the National Assembly, opposition of the Navy and Air Force, and environmental factors. The military command structure should be supplemented and developed in accordance with the strategic changes of the ROK military and internal and external environmental changes. It is necessary to establish a structure that reflects changing strategy and environmental factors, while the rationality of the policy making process must be secured.
